About the Position
The Safety, Health & Environmental Manager (https://www.governmentjobs.com/careers/capaz/classspecs/735996?keywords=manager%20&pagetype=classSpecifications) manages a department responsible for the development, implementation, communication, and continuous improvement of Safety, Health and Environmental strategies and programs. Leads, mentors, and develops a multidisciplinary team, ensuring staff are empowered, well-supported, and aligned with organizational goals while fostering a culture of accountability, collaboration, and proactive safety stewardship.
Serves as both a highly technical expert and a people-focused leader, guiding complex safety planning and compliance initiatives that minimize exposure to health and safety risks for CAP employees, the environment, and the public. Provides direct oversight of environmental functions including compliance with water quality programs; hazardous and non-hazardous wase accumulation and disposal; remediation of hazardous material spill sites; site assessments, internal waste management audits; and recycling operations. Ensures full compliance with applicable federal, state, and local regulations related to Environmental and Occupational Safety and Health, including but not limited to OSHA, EPA, ADOSH, and ADEQ.
Some of the duties include:
1. Leadership
Lead and develop a high-performing team by providing consistent leadership, direction and support. Oversees day-to-day performance through active observation, regular feedback, and hands-on coaching, both in-person and in remote work settings to strengthen individual and team capabilities. Partners closely with Centralized Learning & Development, identifying skill gaps, aligning curriculum needs, organizing learning opportunities, and ensuring employees receive the resources necessary to grow and succeed. Fosters an inclusive, accountable and collaborative culture that prioritizes communication, professional development and continuous improvement.
Manages all activities related to budgets, and oversight of consultants to ensure that results are accomplished efficiently in accordance with acceptable standards for quality and technical integrity, and in compliance with all applicable policies, rules, regulations, and laws. Manages the planning, development, and monitoring of expenses for environmental and safety / health cost centers to ensure the most efficient use of resources, adherence to established guidelines, and accurate and timely reporting of budgetary information.
2. Outside agencies/ VPP
Manages the CAPs Occupational Safety and Health (OSHA) Voluntary Compliance Program answering directly to General Manager and the Assistant General Manager of Finance and Administration for the continuing certification. This includes coordinating the preparation of all personnel and facilities for re-approval audits, ensuring proper maintenance of all applicable records and directing staff in their support of CAP personnel in continued maintenance of the VPP process.
Negotiates with regulatory agencies and local government on safety/health requirements for existing and proposed activities and/or operations to ensure that compliance issues and CAP's interests and needs are met. Represents CAP at meetings with regulatory agencies.
Develops strategic plans and safety and/or health compliance policies and programs to minimize risks associated with CAP's interest; develops strategies and creative solutions to complex safety problems; and prepares detailed project plans and reports.
3. Safety, Health & Environmental Compliance
Manages the development and implementation of environmental, health and safety compliance programs, plans, and resources to ensure compliance with applicable regulatory requirements and CAP's goals and objectives.
Manages and coordinates environmental activities with Environmental Compliance Supervisor and staff on a variety of complex environmental issues such as, but not limited to, water quality, air quality, hazardous materials, hazardous material releases, soil contamination and remediation, chemical inventories and general environmental compliance, and waste disposal.
Manages and coordinates CAP recycling program with the support of the ECO Team.
Determines effective strategies for communicating environmental concerns throughout the organization in an effort to drive environmental compliance to a level equally as effective as safety compliance issues. In doing so also interacts frequently with CAP's security and risk management functions.
About the Qualifications
+ Bachelor's degree from an accredited college or university, majoring in Occupational Safety & Health or other directly related safety and environmental sciences field, such as public safety, engineering, chemistry, biology, etc.
+ Four (4) years of progressively responsible experience in safety compliance, including regulatory/legislative liaison within the environmental, health and safety field. OR High School Diploma or equivalent with eight (8) years of years of progressively responsible experience in safety compliance, including regulatory/legislative liaison within the environmental, health and safety field.
+ Strong working knowledge of OSHA, NEC, NFPA, DEQ regulations and other appropriate safety codes
+ Excellent working knowledge of Federal regulations and State laws regarding environmental, safety and health compliance
+ Demonstrated history of effective customer Relations. Builds effective relationships with CAP departments and customers, that reflect and support company core values and meets or exceeds the customer's expectations.
+ Ability to negotiate skillfully in tough situations with internal and external parties by winning concessions without damaging relationships and being direct and diplomatic.
+ Knowledge and experience training in a group environment
+ Ability to maintain appropriate levels of confidentiality and sensitive information
+ Ability to build and lead an effective team, develop and maintain positive working relationships, articulate objectives, and manage change
+ Excellent spelling, grammar and written communication skills
+ Strong ability to establish priorities and meet deadlines
+ Detail oriented with excellent organization skills
+ Proficient in personal computer software applications, including Microsoft Word, Excel, Power Point, Outlook
Required Certifications or Licenses:
Must have a valid Arizona driver's license and maintain a good driving record.
Preferred Qualifications:
+ Three (3) years at the supervisory or team lead level in safety, wellness, or environmental compliance, including regulatory/legislative liaison within the environmental, health and safety field
+ Multiple site experience a plus
+ Experience with medical management and safety software
Preferred Certifications or Licenses:
+ Certified Safety Professional (CSP)
+ Certified Safety and Health Manager (CSHM)
+ Registered Safety Professional (RSP)
+ Associate in Risk Management (ARM)
