The Role
The Starlink Program Manager provides dedicated internal support for all Federal programs under the EIS contract that leverage Starlink services. This role manages service ordering, provisioning, full lifecycle inventory oversight (including warehouse stock and RMAs), MAC-D activity, vendor coordination, procurement actions, and financial/billing processes. The Project Manager is not customer-facing and instead supports the PMO and customer-facing Program Managers by providing accurate data, documentation, and operational updates.
The Main Responsibilities
1. Order Management & Service Provisioning
• Access and manage the Starlink portal to submit service orders for all Federal programs under EIS.
• Provision and activate services and accounts.
• Validate order information for completeness and accuracy.
• Track order progress through fulfillment and escalate delays or issues.
2. Inventory & Asset Tracking (Deployed + Warehouse)
• Maintain a complete and accurate inventory of all Starlink equipment, including deployed units, warehouse stock, and reserved inventory.
• Track serial numbers, shipment locations, assigned users, and activation status.
• Manage warehouse inventory, ensuring accurate counts, availability, and allocation to upcoming orders.
• Track and manage RMA units, including defective, returned, and replacement hardware.
• Maintain auditable records for all inventory movements and status changes.
3. MAC-D Management
• Oversee Moves, Adds, Changes, and Disconnects across all EIS Federal programs.
• Ensure all MAC-D updates are accurately captured in the Starlink portal and internal systems.
• Coordinate internally to ensure accurate execution of all changes.
4. Reporting & Documentation
• Maintain dashboards and trackers for order status, provisioning metrics, inventory, RMAs, and MAC-D activity.
• Deliver regular reporting to PMO leadership and customer-facing PMs.
• Identify risks, gaps, and areas for process improvement.
5. Internal Support & Coordination (Non–Customer Facing)
• Provide internal support to the PMO, Federal Programs leadership, and EIS customer-facing PMs.
• Supply accurate updates, inventory data, and documentation for PMs who manage customer communication.
• Ensure internal teams have the information needed to support agency-facing tasks.
6. Vendor Management & Liaison Responsibilities
• Act as the primary liaison with the Starlink vendor.
• Obtain updates on product changes, hardware lifecycle status, and EOL/EOS notifications.
• Manage escalations, provisioning issues, RMA coordination, and vendor-level questions.
• Maintain awareness of vendor service policies, processes, and roadmap updates.
7. Procurement, Service Credits, Purchase Requisitions & Purchase Orders
• Create purchase requisitions for the procurement of new Starlink inventory.
• Order new equipment and service credits needed to support current and future orders.
• Maintain visibility into procurement status, delivery timelines, and inventory forecasting.
• Ensure accurate documentation and alignment between procurement activities and program demand.
8. Billing & Financial Coordination
• Provide accounting with all required information to support accurate billing, reconciliation, and financial reporting.
• Validate charges, resolve billing discrepancies, and support monthly billing cycles.
• Track all Starlink-related financial obligations, credits, and service costs to maintain accurate financial oversight.
What We Look For in a Candidate
Bachelor’s degree in related field or equivalent education and experience.
5+ years’ program management experience with the ability to drive team success and handle people leadership as the primary focus.
Must be eligible to obtain a Public Trust. Candidates will be subject to a background investigation.
Compensation
This information reflects the anticipated base salary range for this position based on current national data. Minimums and maximums may vary based on location. Individual pay is based on skills, experience and other relevant factors.
Location Based Pay Ranges:
$82,969 - $110,625 in these states: AL, AR, AZ, FL, GA, IA, ID, IN, KS, KY, LA, ME, MO, MS, MT, ND, NE, NM, OH, OK, PA, SC, SD, TN, UT, VT, WI, WV, and WY.
$87,117 - $116,156 in these states: CO, HI, MI, MN, NC, NH, NV, OR, and RI.
$91,266 - $121,688 in these states: AK, CA, CT, DC, DE, IL, MA, MD, NJ, NY, TX, VA, and WA.
