Summary You will serve as a Human Resources (HR) Specialist charged with full technical responsibility for one or more Defense Civilian Intelligence Program Office-wide civilian HR program/project assignment. You will provide advice on a range of matters pertinent to Employee Management Relations and Labor Employee Relations. This position is located within the Chief Human Capital Office of NAVAL INTELLIGENCE ACTIVITY in Suitland, Maryland. . Responsibilities You will provide advisory services and guidance to management in the areas of Employee Management Relations (EMR) or Labor Employee Relations (LER). You will utilize knowledge of federal laws dealing with employment, employee rights, employment benefits, and employment policies to ensure compliance with current regulatory and procedural guidance. You will advise management in identifying, attracting, and retaining a high quality and diverse workforce. You will provide advice on the use of compensation flexibilities; coordinate the processing of personnel actions with the Human Services Service Center. You will advise management and employees on unique requirements related to excepted service and Defense Civilian Intelligence Personnel Management System (DCIPS). You will provide authoritative staff advice and technical guidance to agency stakeholder in assigned program areas. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience. Specialized experience must demonstrate the following: Provide advice and guidance to customers on matters dealing with Employee Management Relations (EMR), Labor Employee Relations (LER), and diverse leave programs within the Family Medical Leave Act (FMLA); Participate in meetings with management and legal departments to provide accurate and effective consultation to resolve employee conduct and performance issues; Advise employees and managers on human resources (HR) policy and procedures with regard to filing injury compensation forms, continuation of pay, medical certification, and compensation of pay; Establish effective communication and collaboration with external entities regarding sensitive information involving medical issues, leave programs, workers' compensation, poor performance, and disciplinary actions; Compose and draft letters concerning appropriate disciplinary actions, poor performance and adverse actions in accordance with Department of Defense (DoD) and Defense Civilian Intelligence Personnel Service (DCIPS) for management and legal review.
