Summary The incumbent serves as a Transportation Assistant (Beneficiary Travel Coordinator) within the Veterans Affairs Medical Center. This position provides comprehensive support and coordination for the Beneficiary Travel (BT) program, ensuring Veterans receive timely reimbursement and transportation assistance for authorized medical care. Responsibilities Major Duties: Claims Processing and Eligibility Determination: Reviews and processes Beneficiary Travel (BT) claims submitted by Veterans and caregivers, ensuring compliance with VHA directives, federal regulations, and local policies. Verifies the accuracy and completeness of submitted documentation, including appointment verification, mileage, and mode of transportation. Determines eligibility and entitlement for travel benefits using established criteria, including means testing, service connection, and medical necessity. Inputs and updates travel claims and authorizations in the Beneficiary Travel Self-Service System (BTSSS) and other VA systems, ensuring timely and accurate data entry. Reconciles travel authorization and reimbursements, ensuring proper alignment with approved travel and services rendered. Auditing and Quality Assurance: Conducts regular audits of processed claims to identify discrepancies, errors, or incomplete information. Initiates corrective actions to resolve claim issues, including coordination with Veterans, clinical staff, and fiscal personnel. Ensures timely resolution of payment errors and maintains compliance with internal controls and audit readiness standards. Maintains detailed logs and documentation of claim activity for internal and external audit purposes. Monitors system-generated reports to identify trends, anomalies, or potential fraud. Customer Service and Communication: Provides clear, courteous, and accurate information to Veterans, caregivers, and staff regarding the Beneficiary Travel program, including eligibility, claim status, and reimbursement timelines. Responds to inquiries in person, by phone, or electronically, ensuring timely and professional resolution of concerns. Educates Veterans and caregivers on required documentation and how to use BTSSS for self-service claim submission. Acts as a liaison between Veterans, clinical services, and the Fiscal Service to resolve complex travel-related issues. Transportation Coordination: Coordinates special transportation request such as wheelchair van, ambulance, or stretcher services with contracted vendors and VA transportation staff. Verifies medical necessity and obtains appropriate authorizations for specialized transport. Tracks and monitors scheduled transports to ensure timely service and Veteran safety. Communicates with vendors to confirm availability, resolve service issues, and ensure contract compliance. Training and Reporting: Trains and mentors lower-graded staff on BT claim procedures, documentation standards, and system navigation. Provides guidance on updates to policies, systems, and best practices to ensure consistency and accuracy across the team. Prepares recurring and ad hoc reports summarizing BT activity, including claim volumes, costs, audit findings, and trends. Assists in developing standard operating procedures (SOPs) and training materials to support continuous improvement. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/19/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: comprehensive knowledge of VA Beneficiary Travel regulations, ability to interpret and apply complex procedure and regulatory guidance to a wide range of travel scenarios, proficiency using automated system such as BTSSS, VISTA, CPRS and other VA financial and scheduling platforms, and understanding eligibility criteria, patient entitlements and travel benefits.
