    Job Summary

    + Provides advanced technical and field support in the following Electric Transmission & Substation Construction area: Access/Erosion & Sediment Controls/Rehabilitation.

    + Responsible for coordinating the activities associated with access and rehabilitation for transmission construction projects.

    + Serves as a liaison between internal departments (engineering, environmental, safety, and siting & permitting) and external construction contractors.

    + Provides technical support to ensure construction standards are met and executed using proper field work procedures.

    + Provides management with data and monitoring reports monthly.

    + Ensures Project Management, Superintendents, and consultants are apprised of potential scope changes during construction.

    + Monitors field resources to ensure work is progressed and completed in a safe, timely, and efficient manner.

    + Evaluates work for compliance with project scope, standards, and permit regulations.

    + Performs and documents contractor crew evaluations, observations, and compliance to ensure performance expectations are achieved.

    + Interprets erosion and sediment control and civil construction plans for project execution.

    + Advises project team members and contractors on project specific permit(s) regulations & conditions.

    + Maintains schedules and reports to management on project status including weekly Progress Reporting.

    + Coordinates and communicates with internal and external stakeholders regarding capital construction projects.

    + Ensures compliance with federal, state, and local laws and acts as the interface with appropriate agencies.

    + Synchronizes other teams to provide scheduling solutions, work plans, while maintaining positive relationships with property owners, business owners and the public.

    + Develops and implements near term and long-range construction sequences of events, project milestones and work activities to ensure timely completion date.

    + Foresees, identifies, and mitigates hazards and other potential obstacles.

    + Attends and executes safety meetings, pre-job briefings, and ensures safety is the top priority on all construction projects.

    + Understands, recognizes, and initiates preventative measures for potential environmental issues.

    + Serves as a major stakeholder in Stormwater Pollution Prevention Plan and permit ownership.

    + Demonstrates clear and competent comprehension of reading Erosion & Sedimentation plans, ensures the Erosion & Sedimentation controls are installed per plans, and notifies all pertinent parties of any planned construction process deviations.

    + Exercises positive communication with internal and external partners regarding electric transmission construction projects.

    + Corresponds directly with the Electric Transmission Construction team to ensure Time & Material, Lump sum and Firm Fixed Price contracts are properly applied to electric transmission construction projects.

    Required Knowledge, Skills, Abilities & Experience

    + 7+ years (9+ years with an Associates Degree or 11+ with a HS Diploma) of significant directly related experience in civil construction, environmental construction, site access construction for utilities.

    + Advanced knowledge of operations, maintenance and technical construction applications.

    + Strong knowledge of contract administration and OSHA safety standards.

    + Skilled in applying engineering and construction theories and concepts to complex problems.

    + Skilled in interpreting codes, regulations, and practices.

    + Excellent oral and written communication skills, including good technical writing skills.

    + Good computer skills and knowledge, including an ability to use Microsoft Office programs as well as customized software applications.

    + Strong analytical, problem-solving, decision-making, and abstract thinking skills.

    + Strong planning, organizational and project management skills.

    + Ability to work in a team environment under a team lead concept, and ability to provide guidance and mentorship to others.

    + Skilled in coordinating multiple tasks at multiple locations.

    + Skilled in interacting with the public.

    Education Requirements

    Bachelor's Degree, or an equivalent combination of education and demonstrated related experience may be accepted in lieu of preferred level of education

    Preferred: Virginia DEQ Erosion & Sedimentation Inspector certification; Virginia DEQ Dual Inspector

     

    Required: Virginia Responsible Land Disturbance certification & EPA Construction Inspection certification
