Position Summary
The current vacancy is in the Public Works department. The eligibility list created by this vacancy may be used to hire other vacancies in the department or County.
To lead, direct and participate in the work of crews engaged in constructing, repairing and maintaining county infrastructure encompassing roads, bridges, storm sewer systems, pedestrian facilities and related structures; and to perform related duties as assigned in a safe manner ensuring employee, crew and public safety.

Examples of Work Performed
+ Promote a diverse, culturally competent, and respectful workplace.
+ Enforce all safety rules and regulations appropriate to meet federal and state requirements and county policies. Instruct employees in safety, methods of work, and the operation and maintenance of equipment.
+ Provide open communication and feedback to the Highway Maintenance Supervisors about crew performance and ability to operate equipment and recommend training for staff.
+ Lead, direct and oversee the work of crews engaged in all aspects of road maintenance such as crack filling, curb repair, construction, bituminous resurfacing, and patching; install repair and maintain storm sewer conveyance system (catch basins, manholes, culverts, ditches); pedestrian facilities, traffic and pedestrian signs; repair and construction of retaining walls; guardrails on county roads, bridges or right-of-ways.
+ Direct and participate in the removal of snow and ice from roads and pedestrian ramps and push buttons on county roads, city streets and county facilities. Transport construction materials, light duty equipment and personnel to job sites by driving vehicles and equipment.
+ Direct, participate and oversee removal of dead animals, debris and obstructions within the roadway that create a safety hazard to motorists and pedestrian facilities within county rights of way.
+ Use and direct use of road maintenance equipment such as trucks, bituminous patch truck, loaders, rollers, sweepers, compactors, shovels, brooms, vacuum truck and survey equipment to accomplish Public Works construction and maintenance projects.
+ Use and direct use of sign/striping maintenance equipment such as pavement message/line removal, sign truck with a mobile crane, and the long line striper truck to provide pavement markings and sign maintenance on the county roadway system and other departments as assigned.
+ Use and be familiar with county’s asset management system as it relates to the maintenance of the county’s infrastructure system.
+ Lead, direct and participate in the work of crews engaging in activities such as cross walk painting, striping and signing within the sign/striping division of public works maintenance.
+ Be responsible and provide direction, crews actions, activities, and decisions for the duration of the daily shift.
+ Record daily personnel, equipment and materials used for Public Works projects.
+ Determine traffic control equipment, materials, and personnel needed at a work site to ensure the safe and timely completion of a project.

Minimum Qualifications
Education: Education sufficient to provide the knowledge required.
Experience: Three years of experience as a Heavy Equipment Operator 1 or equivalent.
Substitution: None.
Certifications/Licensure: Completion of the Ramsey County Public Works Department Professional Development Program Specified for this job class. Must possess a Class A Commercial Driver’s License with a Tanker Vehicle and airbrake endorsement. Within a year of employment, candidates must have completed a CPR class, and must be an OSHA certified “competent” person in safe trenching techniques. Positions in this job class are subject to drug and alcohol testing pursuant to the county’s Drug and Alcohol policy and Federal Motor Carrier rules. Testing negative on required tests is a condition of employment.

Exam/Screening Process Information
The examination process will consist of the following section with each section weighted as indicated:
+ Training and Experience Rating = 100%
The examination for Highway Maintenance Crew Leader will consist of a training and experience rating, comprised of the questions in the attached supplemental questionnaire. Not all applicants who meet the minimum qualifications will pass the training and experience rating. The rating on this supplemental questionnaire will depend on your answers to the questions – do not mark “see resume” or “see work history” as a response. Please answer all your questions clearly and completely. Failure to respond could affect your score and final rank on this examination.
Eligible List: The names of all applicants who have submitted a completed application and passed the examination/screening process shall be placed on the eligible list for an employment opportunity as a Highway Maintenance Crew Leader. This list will be certified to the appointing authority which may use this list to conduct interviews to fill a vacancy. Applicants will remain on the list for 90 days or until hired, whichever occurs first. A notice will be sent to applicants at the time the eligible list is posted.
Veteran's Preference: This is a classified position requiring an open, competitive selection process. Veteran's Preference points will be applied after a candidate passes the examination process. Applicants who are eligible for veteran's preference should update their veteran's DD214, and other supporting documents, and submit them as an attachment at the time of application.
