The primary purpose of this position is to ?serve as an Acquisition Program/Project Manager, directing or supporting the activities of a DoD funded acquisition effort. Responsibilities 1. Develops strategic plans to execute critical and complex acquisition programs/projects with enduring impacts on large numbers of people in alignment with organizational goals and objectives. Creates short and long-term direction for achieving desired outcomes of DoD funded acquisition efforts, and communicates with multi-disciplined staff of military, civilian, and/or contractors to align collective efforts with the broader strategic objectives. 2. Balances workload and provides advice, guidance, and direction on a wide range of acquisition program management and administrative issues. Structures assignments to create effective and economical positions. Coordinates with other organization managers and customers as appropriate. 3. Prepares and delivers organizational briefings to convey strategic direction or organizational policies. Advises higher levels of management on acquisition program execution status and other factors of interest. Utilizes expertise to influence decisions of senior military officers and civilians in the resolution of mission-critical problems to achieve program cost, schedule, and performance goals and other critical objectives. 4. Recognized and serves as a technical/functional acquisition authority within and outside the organization. Represents the program office at executive levels within the Government and to contractor/industry representatives. Establishes, develops, and maintains effective working relationships with other coordinating members, offices, or organizations within the AF or DoD arena and/or with outside organizations or companies. 5. Defines, establishes, and directs organization-wide focus for challenging and highly complex acquisition projects/programs. Performs specialized assignments and projects in connection with various acquisition situations which, because of their complexity and importance, require extensive and comprehensive background in USAF acquisition policies, practices, procedures, and other guidelines. Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-13 or equivalent in other pay systems. Specialized experience includes experience in developmental planning, capability requirements, and Planning, Programming, Budgeting, and Execution (PPBE) Program Objective Memorandum (POM). NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the policies, practices, regulations, and laws concerning the acquisition management process and initiatives. 2. Knowledge of safety and security regulations, practices, and procedures. 3. Knowledge of the missions, roles, functions, organizational structures, and operation of the DOD, Air Force, and organizations that govern, interface with, and/or influence the systems acquisition process and integrated logistics support (ILS). 4. Skill to plan, organize, and direct the functions and staff in critical aspects of development and production, support of systems, subsystems, or equipment and to coordinate various aspects of systems acquisition such as engineering, contracting, financial management, configuration, test, manufacturing, and integrated logistics support. 5. Ability to mentor, motivate, appraise, and work with subordinate supervisors and non-supervisory employees. 6. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
