Position Description
This is a Civil Service position in the Department of Finance, Division of Accounts. The position Accountant Sr.- Cost Planning is and is responsible for assisting in performing the more complex professional organization-wide financial evaluations and analysis of programs, cost of services and operations. This position serves to assist in the professional and administrative duties involved in planning, organizing the Cost Planning Program and processing work across departments, internal service providers, and executive leadership. Further, the position will develop and assess billing rate structures, develop and review departmental indirect cost rate proposals/plans, and provide training regarding full cost issues for the Metro Government. The role demands high-level analytical skills, oral, written and organizational skills to assist in the development of cost accounting guidelines and policy. This position requires presentation and soft skills in order to present power point presentations. The selected applicant will also have to demonstrate computer and customer service skills. The position will perform other related duties as required.
Metro Finance has several divisions, including procurement, treasury and management and budget. Department employees provide financial management, information and business products to policy makers, departments, investors and the Nashville community to give them confidence in our government and to help them make informed decisions.
Typical Duties
+ Assists in the development of cost accounting guidelines and policy for the preparation of departmental indirect cost rate proposals, cost allocation plans and full cost accounting billing rate structures.
+ Monitors and ensures Metro’s compliance with Federal 2 CFR Part 200 and other State and Local regulations and policy regarding indirect cost recovery and full costing.
+ Assists outside consultants in verification and collection of data for preparing cost accounting reporting, Metro Local Cost Allocation Plan, Full Cost Plan and departmental indirect cost rate proposals and cost allocation plans.
+ Develops and maintains the CP websites both the internet and intranet sites along with Office 365 Share Point site.
+ Researches and resolves program related survey requests, questions, and audit findings and/or problems with Federal/State and Local agencies regarding indirect cost recovery and cost bench marking information.
+ Prepares cost accounting reporting information for agencies to include but not limited to cost studies, full cost billing rates, and fee studies. Also prepare departmental indirect cost rate proposals and cost allocation plans for agencies with inadequate staffing.
+ Assists in the development and facilitate annual cost training (Power Point Presentations) to Metro Council/Agencies/Stakeholders in support of the CP program.
+ Develops and prepares various accounting entries and agencies billings for indirect cost recovery journal entries.
+ Monitors the processing of Grants to ensure all Federal and State dollars earned are requested from the grantor are collected as soon as possible to avoid using Metro dollars and forgoing possible interest earnings.
+ Assists and participates in the planning and performance of financial reviews, performance and compliance audits as requested.
+ Provides cost analyses of Internal Service and Enterprise Funds billing rate structures and other internal costing requirements.
+ Assists in the development of Metro Tool Kit to include business models/costs and budgeting tools to assist agencies in the allocation and alignment of business unit structures.
+ Assists in presenting cost report findings to the Finance Director, Finance Deputy Director, Finance Assistant Director, Chief Accountant, Budget Director, senior management and council/boards/commissions and provide recommendations for resolution of cost observations.
+ Works at the direction of the Finance Director as to what agencies are selected for cost accounting measures, assist the agencies’ managers in utilizing cost accounting guidelines and procedures as they pertain to their agencies’ particular service.
+ Provides staff support to committees or other departments, as assigned.
+ Assists with or carry out special projects, as needed.
Minimum Qualifications
Bachelor's Degree in a financial, business administration, public administration or related field and (3) three years of professional-level experience in governmental accounting, budgeting, finance, public administration or related discipline.
Additional experience may be considered in lieu of education.
Candidates with accreditations earned in a foreign institute are encouraged to apply.
Note: Per Metro Ordinance No. SO94-1078. All employees of the Metropolitan Government shall be residents of the State of Tennessee or become residents of the state within six (6) months of employment as a prerequisite to employment with the Metropolitan Government.
Preferred Experience, Knowledge, Skills, and Abilities
+ Knowledge of governmental accounting standards.
+ Experience preparing or reviewing annual local government allocation plan and full cost plan reports or other issued governmental financial reports.
+ Proficient in detailed analysis of general ledger accounts and financial records.
+ Experience with enterprise resource planning (ERP) software applications.
+ Proficiency in managing project portfolios, including understanding project phasing, scheduling, risk mitigation, and performance monitoring using tools like Gantt charts or project trackers.
+ Advanced understanding of Microsoft Word, Excel, Access and PowerPoint to facilitate financial and policy analysis
