    Salary Range (Grade E/890): $90,590 (Min) - $128,239 (Max)

    Responsibilities:

    This position will be responsible for leading emergency management and preparedness initiatives for the Department of Subways Operations, ensuring resiliency and effective cross-divisional coordination. Oversee incident response planning, weather-related decision support, and communication strategies to improve information flow to leadership and staff. Manages centralized emergency documentation, develops long-term strategies for inter-divisional procedures, and ensures readiness of the Incident Command Center during major storms and critical events. Additionally, manages data on Storm Surge Mitigation Equipment (SSME) and conducts exercise drills to ensure the equipment is fully operational and deployment ready.

     

    Disaster Management

     

    Maintaining the Emergency Management SharePoint. Supporting the OCC with communication needs by using Everbridge Communication Application.

     

    + Managing emergency communication amongst the operating divisions.

    + Track testing of the Backup Control Center while coordinating with multiple groups to ensure continuity

     

    Strategic Planning

     

    Develops strategic exercise in conjunction with DOS and MTA personnel to test, assess, and improve emergency procedures.

     

    + Scripting, facilitation, and iterative response assessment and pursuit of known needs to resolution.

    + Participates in MTA-level, City and State exercises as a representative of DOS and contributes to data inquiries and analysis related to storm operations by internal and external parties.

    + Facilitates assessment, review, and implementation of storm center processes and policies including upgraded technology capacity at storm centers and central DOS command centers.

    + Includes assessment of hardware and software needs and capabilities and ongoing coordination with MTA IT and others to upgrade communications and tech capabilities. May also include data tasks and formal policy development.

     

    Research

     

    Research and implement practices for enhanced employee coordination, safety and support during major emergency events, including but not limited to rollout of comprehensive strategies for on-call employees, improved communications to all field personnel, and sheltering implementation.

     

    + Coordinates review of training procedures related to storm activities, particularly hurricanes

     

    Administration and Project Management

     

    + Supervises analyst staff including problem solving and project structuring, content development, distribution, training and other tasks.

    + Conduct meetings and reviews with team to motivate coherent team strategy, professional engagement, and skill development.

    + Provides professional development and feedback to direct reports

    Education and Experience:

    A baccalaureate degree from an accredited college or university with a major field of study in Emergency Management, Public Administration, Economics, Computer Science, Marketing, Engineering or a satisfactory equivalent

     

    Five (5) years of related experience and three (3) years of experience in a managerial/supervisory capacity are preferred.

    Desired Skills:

    + Demonstrated experience in disaster management and/or event response

    + Excellent strategic and thoughtful leadership skills.

    + The ability to think creatively and flexibility to manage large stakeholder issues related to major interdivisional projects.

    + Strong business acumen and excellent communication and presentation skills.

    + Proven skills in managing highly motivated staff and effectively providing oversight for a

     

    vast suite of intersecting projects.

    Selection Method:

    Based on evaluation of education, skills, experience, and interview.

     

    All appointments, with the exception of the Department of Subways employees on MABSTOA payroll, will be made on the NYCT payroll.
