    TheRecords Management Analyst Associatewill play a key role in maintaining the integrity, accuracy, and security of both electronic and physical records. This role involves coordinating with business units to determine opportunities for improvement for efficient records management in collaboration with the records manager, records liaisons, and staff across the Council. The analyst associate also helps develop and promote records management best practices to ensure compliance with the Minnesota Government Data Practices Act.

     

    What you would do in this job

     

    + Consults with customers on their specific records management needs.

    + Recommends on changes to policies and procedures.

    + Processes of offsite record storage request from internal customers.

    + Utilizes existing processes for managing records.

    + Communicates opportunities for automating records management processes

    + Reviews existing training and recommends improvement and updates training resources.

    + Meets with customers to identify the records they create, receive, or manage.

    + Assists with updating retention schedules for customers based on business need and state/federal laws.

    + Works with customers and records liaisons to implement retention schedules and destruction logs.

    + Support records querying, tagging & classification and other system processes

    + Participates in records focused Communities of Practice (CoP) to collaboratively understand user needs, train staff and communicate initiatives

    + Participates in local or national CoP, user groups or other industry groups (e.g. NAGARA) to incorporate industry best practices and standards at the Council

     

    What education and experience are required for this job (minimum qualifications)

     

    A Bachelor's Degree in Library Sciences, History, Business Administration, Public Administration, Information Technology, or a related field

    OR

    An AA degree in Business Administration or related field and Two (2) years or more of related experience may be substituted for the Bachelor's degree,

    OR

    A High School Diploma and Four (4) years or more of closely related experience may be substituted for the Bachelor's degree.

    + Knowledge of the Metropolitan Council’s operations and mission

    + Ability to read, interpret, and articulate state and federal statutes in simple terms

    Skilled in:

    + Creating documents, reports, and presentations using O365 productivity tools (Word, Excel, PowerPoint)

    + Ability to read, analyze and interpret professional journals, technical procedures and government regulations. Ability to write reports, business correspondence and procedure manuals.

    Work Environment: Work is performed in a standard office setting. Some positions may require travel between primary work site to other sites.

     

    Physical Requirements: Regularly required to sit for long periods, stand/walk occasionally, speak, hear normal conversation and telephone ring tones, operate a computer and other office equipment, reach with hands/arms frequently below chest height and occasionally overhead, must occasionally lift/carry/push/pull up to 10 pounds, must have adequate close vision for reading and computer work.

A driving record check and/or physical may be conducted if applicable to the job. If you have a criminal conviction, you do not automatically fail. The Metropolitan Council considers felony, gross misdemeanor and misdemeanor convictions on a case-by-case basis, based on whether they are related to the job and whether the candidate has demonstrated adequate rehabilitation.

     

    If you are already an employee of the Metropolitan Council, you must pass a drug test (if moving from a non-safety sensitive position to a safety sensitive position) and criminal background check if the job you're applying for is safety sensitive, is a supervisory or management job, is in the Finance, Information Services, Audit, or Human Resources departments, or has access to financial records, files/databases, cash, vouchers or transit fare cards.
