About this Job
The Office of the State Public Defender (OSPD) is currently seeking qualified applicants to join its mission-driven team. OSPD is responsible for regulating the delivery of high-quality legal services to indigent individuals accused of crimes, supported by dedicated, well-trained public defenders and professional staff across all 64 parishes. This position plays a vital role in advancing that mission by providing comprehensive grant program management services that support and strengthen the agency’s statewide operations.
AN IDEAL CANDIDATE SHOULD POSSESS THE FOLLLOWING COMPETENCIES:

Minimum Qualifications
Three years of experience in contracts or grants management, procurement, financial management, or accounting; OR
Six years of full-time work experience in any field; OR
A bachelor’s degree.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
+ Perform regular audit functions to ensure compliance with grant deliverables:
+ Review required progress reports, completion reports, and work product from sub-grantees and contractors ensuring grant reporting requirements are met
+ Review reports and records to ensure costs claimed are allowable, and to ensure grant(s) is/are on schedule and terms are being met.
+ Function as sole grant reviewer and serves as a technical specialist for the agency.
+ Meet with OSPD executive staff and other stakeholders to provide assistance with the development, monitoring, administration and investigation of grants
+ Research and draft proposals for prospective grant opportunities to benefit the Office of the State Public Defender and district Offices of the Public Defender.
+ Prepare, develop, submit and monitor complex grant agreements, budgets, amendments and sub grantee agreements in accordance with grant requirements, statutory and regulatory requirements and OSPD policies and procedures.
+ Prepare and maintain all records, reports and correspondence relative to OSPD grants. Oversee the maintenance and archival procedures of the official records.
+ Prepare documentation, reports, and correspondence as requested by the grantor to ensure the submittal of competitive grant applications. Develop and design Ad Hoc reports relating to grants. Plan, organize and conduct workshops/seminars to inform OSPD personnel and district public defender offices on grant processes.
+ Perform other duties assigned by the State Public Defender and/or the Statewide Program Manager 2.
Position-Specific Details:
Appointment Type: This vacancy may be filled byjob appointment, which is temporary in nature, not to exceed 48 months. If filled as a job appointment, the position may be converted to a probational appointment, provided a vacant position becomes available and funding is available.
