    Building off our Cloud momentum, Oracle has formed a new organization - Oracle Health Applications & Infrastructure. This team will focus on product development and product strategy for Oracle Health, while building out a complete platform supporting modernized, automated healthcare. This is a net new line of business, constructed with an entrepreneurial spirit that promotes an energetic and creative environment. We will need your contribution to make it a world class engineering center with the focus on excellence.

    The Role

    We are looking for an experienced Technical Program Manager who is proactive, results-oriented, and demonstrates strong ownership and accountability. The successful candidate will have extensive experience working cross-functionally with Product Development teams, Product Management, technology leaders, as well as their operations teams to deliver Products. You should possess a strong background in program management within technological environments, with a track record of coordinating and delivering large-scale initiatives.

     

    Exceptional communication skills, meticulous attention to detail, and the ability to translate data into actionable metrics are crucial for success in this role. You will lead the planning, coordination, and execution of a variety of projects—including tool implementation, process development, analytics and reporting automation, and establishment of case management tools and related processes.

    Responsibilities

    _Key Responsibilities_

    + **Program & Project Management** : Plan, scope and coordinate multiple complex initiatives, ensuring effective prioritization, resource allocation, and execution within defined timelines.

    + **Metrics & Performance Tracking** : Develop and implement value-based metrics to measure the effectiveness of the program, continuously refining KPIs to drive business impact.

    + **Process Design & Optimization** : Architect, implement, and enhance business processes to improve efficiency, scalability, and compliance.

    + **Business Operations Execution** : Drive critical business operations activities, including workforce planning, efficiency tracking, capacity management, and executive reporting on Key Performance Indicators (KPIs) and Objectives and Key Results (OKRs).

    + **Data-Driven Decision Making** : Analyze and interpret complex datasets using Excel, Power BI, Python, or other analytics tools to identify trends, generate insights, and provide actionable recommendations to leadership.

    + **Cross-Functional Communication & Collaboration** : Facilitate clear, concise communication across teams, ensuring alignment on key priorities and enabling effective decision-making at all levels. Guide operations reviews, collaborating with Program Management and Engineering to improve SLAs and mitigate risk, ensure regulatory compliance, and advance operational integrity. Serve as a trusted partner for engineering, product, and program management leadership, driving alignment and maximizing delivery efficiency and impact.

    + **Executive Reporting & Presentations** : Develop high-impact reports, dashboards, and presentations tailored for senior leadership, ensuring clarity, professionalism, and strategic insight. Provide executive-level reporting on project progress, roadblocks, and outcomes.

    + **Strategic Planning & Execution** : Define project requirements, establish roadmaps, and manage execution for complex programs, balancing long-term strategy with immediate business needs.

    + **Issue & Risk Management** : Identify and manage dependencies, risks, and bottlenecks, implementing corrective actions as needed to enable timely, secure, and high-quality releases.

    + **Continuous Improvement & Agility** : Maintain a bias for action, iterating and refining processes to enhance efficiency, reduce operational bottlenecks, and support evolving business needs. Foster a culture of collaboration, continuous improvement, and accountability in a global, distributed team environment.

    + **Knowledge Management** : Create and maintain structured documentation, templates, and operational artifacts to support collaboration and knowledge sharing.

    + **Program Oversight** : Oversee multiple initiatives, ensuring alignment with organizational objectives and compliance requirements.

    + **Problem Solving & Critical Thinking** : Leverage data-driven methodologies to solve complex business and technical challenges, optimizing operations for effectiveness and efficiency.

    _Preferred Qualifications_

    Program & Process Management

    + Bachelor’s or Master’s degree in Computer Science, Information Systems, Engineering, or a related technical field.

    + 7–10 years of experience in technical program management, preferably in product development or cloud services.

    + Experience with Agile frameworks, including managing key processes such as stand-ups and scrums. Experience with SAFe Agile preferred.

    + Project Management Professional (PMP) certification or equivalent industry certification preferred.

    + Experience as Scrum Master and / or Release Train Engineer, preferred.

    + Proven ability to navigate ambiguity in fast-paced, dynamic environments with adaptability and resilience.

    + Experience in collaborative, event-driven operations, working effectively within cross-functional teams.

    + Experience managing software release cycles and/or running critical programs, preferred.

    + Demonstrated success in leading cross-functional initiatives and delivering high-impact technology programs, ideally within healthcare, SaaS, or cloud environments.

    + Deep understanding of program and project management methodologies, risk management, and operational best practices.

    + Strong analytical thinking, organizational, and communication skills, with experience engaging technical and non-technical stakeholders.

    + Proven ability to thrive in fast-paced, ambiguous environments requiring creative problem-solving and adaptability.

    + Proficiency with standard program management tools such as Confluence and Jira.

    Leadership & Communication

    + Exceptional communication skills, with the ability to convey complex information clearly to technical and non-technical audiences.

    + Strong executive presence, capable of engaging and influencing senior leadership.

    + Active listening and critical thinking skills, enabling rapid assessment of situations to determine criticality and scope.

    + Meticulous attention to detail, ensuring accuracy and precision in program execution.

    Data Analytics & Automation

    + Experience with scripting or coding languages for data analytics, such as SQL (data querying), DAX (Power BI), Python, or R, to enhance reporting, automate processes, and perform custom analyses.

    US: Hiring Range in USD from: $78,000 to $158,200 per annum. May be eligible for bonus and equity.

     

    Oracle maintains broad salary ranges for its roles in order to account for variations in knowledge, skills, experience, market conditions and locations, as well as reflect Oracle’s differing products, industries and lines of business.

     

    Candidates are typically placed into the range based on the preceding factors as well as internal peer equity.

Vacation accrual is prorated for employees working between 20 and 34 hours per week. Employees working fewer than 20 hours per week are not eligible for vacation.
