Senior Manager, External Resource Program

Job Summary:
Under general direction, the Senior Manager oversees the operational execution, compliance, and continuous improvement of the firm’s External Resource Program. This role manages a team that supports contingent workforce processes, ensures adherence to firm policies, and partners with internal business units and external suppliers. The Senior Manager provides leadership to internal and external resources and contributes recommendations to strengthen efficiency, risk mitigation, and service delivery.
Responsibilities:
+ Provides daily leadership and direction to a team responsible for administering contingent workforce processes, ensuring clear expectations, effective performance management, and a collaborative work environment.
+ Coaches, mentors, and develops team members to enhance professional capabilities and ensure competency alignment with program requirements.
+ Monitors team workload, allocates resources, and adjusts priorities to maintain service levels in a dynamic environment.
+ Manages execution of contingent worker life-cycle activities, including requisition intake, onboarding, assignment changes, extensions, and offboarding.
+ Communicates and reinforces firm policies governing contingent workers and guides managers and suppliers to ensure compliance.
+ Partners with the MSP, VMS provider, and staffing suppliers to monitor performance, address escalations, and support service-level commitments.
+ Evaluates invoices for accuracy, monitors program expenditures, and contributes to annual and mid-year budget planning.
+ Identifies process gaps, evaluates operational issues, and recommends improvements to enhance efficiency, quality, and user experience.
+ Builds strong relationships with business units to provide guidance on program requirements and best practices.
+ Prepares program reports, dashboards, and presentations to leadership and governance groups.
+ Collaborates with Procurement, HR, Legal, Technology, and Supplier Risk Management to ensure alignment with firmwide policies.
+ Supports international contingent workforce activities as assigned.
+ Develops and delivers training and communication to internal stakeholders to promote understanding and adherence to program requirements.
+ Stays current on industry trends, technology enhancements, and regulatory developments affecting contingent labor.
+ Promotes a culture of continuous improvement, accountability, and high-quality service within the team and across stakeholder groups.

Skill in:
+ Establishing and maintaining relationships with staffing agencies, managed services providers, and contingent management systems providers.
+ Preparing and reviewing requests for proposals.
+ Gathering business unit and specialty group requirements.
+ Preparing and delivering written and oral presentations.
+ Creating and managing international and domestic external resource strategies and budgets.
+ Review for invoice accuracy of staff augmentation and VMS.
+ Preparing departmental budgets and providing insight into mid and year-end budget cycles.
+ Interpreting and applying firm and department policies and procedures.
+ Executing educational opportunities to influence behavioral changes with our engaging managers to adhere to firm policies and procedures.
+ Implementing and oversight of internal and external processes for efficient and timely workflow.
+ Promoting effective coordination between work groups to ensure consistency and quality of service for our external resources and suppliers.
+ Operating standard office equipment and using required software applications.
Ability to:
+ Travel domestically and internationally to support the program.
+ Lead change management process to build organizational understanding of our program.
+ Establish and maintain effective working relationships at all levels of the organization.
+ Plan, assign, monitor, review, evaluate, and supervise the work of others.
+ Identify training needs and develop team members.
+ Facilitate meetings, ensuring that all viewpoints, ideas, and problems are addressed.
+ Organize, manage, and track multiple detailed tasks and assignments with frequently changing priorities in a fast-paced work environment.
+ Communicate effectively, both orally and in writing.
+ Work independently as well as collaboratively within a team environment.
+ Maintain professional knowledge of external resource practices and technologies.
Educational/Previous Experience Requirements:
+ A Bachelor’s degree (B.A.) in a related discipline and a minimum of eight years of progressive experience in planning, arranging, and managing large, high-profile external resource programs is preferred.
+ A minimum of three years of managing a contingent worker program is required.
+ Or
+ An equivalent combination of education, training, and/or experience approved by Human Resources.
Licenses/Certifications:
+ CCWP Certified Contingent Workforce Professional (CCWP) or Statement of Work Management Expert (SWME) is preferred or the ability to obtain within a year.
