CTE is recruiting for a **_Maryland EXCELS Program Quality Specialist II_** . Maryland EXCELS is a Quality Rating Improvement System (QRIS) initiative sponsored by the Maryland State Department of Education to rate and improve the quality of participating early childhood and school-age programs. The primary function of this leadership position requires skills in early childhood, technology, communication, coaching, and training. The successful candidate also has strong skills in customer service, oral and written communication, and project management.
The Maryland EXCELS Program Quality Specialist II serves in a lead role mentoring and supervising Program Quality Specialists. Additionally, this role carries a case load of participants and/or programs funded by sponsors of education related programs and research committed to promoting positive learning and educational experiences for children. In the lead capacity this position has a specialized focus, e.g. program operations or data and online content management.
Specific Duties and Responsibilities
+ Supervise and mentor current and new team members.
+ Identify improvements and recommend updates to existing operating procedures.
+ Lead planning and implementation of new and current policies and practices.
+ Review the program’s data collection and contribute to analysis.
+ Monitor and edit online content to ensure accuracy and accessibility for internal and external stakeholders.
+ Provides virtual and/or in-person support to identified programs.
+ Apply specific specializations based on specific expertise and experience, i.e. specific types of educational programs, coaching & mentoring, preassessments.
+ Collaborate with internal partners to improve required processes and effective use of supports and resources.
+ Work with external contacts, e.g., early childhood experts, specific education community to identify new or revise current supports and resources.
+ Use evidence-based knowledge to make independent decisions regarding educational programs.
+ Identify and provide necessary coaching supports to schools, programs, and/or classrooms.
_In addition to the duties described above_
+ Support team members in the PQS role by providing coaching, daily support, leadership, and guidance.
+ Plan and execute training primarily designed for team members in the PQS role on topics that support efficiency, best practices in coaching, and QRIS standards revisions.
+ Participate in PQS leadership activities such as reliability assessment, performance data collection and analysis, improve efficiencies, and support the collaborative culture of the PQS team.
Minimum Qualifications
+ Bachelor's Degree in a related field.
+ Five years of related experience.
+ Additional education may substitute for required experience and additional related experience may substitute for required education beyond a high school diploma/graduation equivalent, to the extent permitted by the JHU equivalency formula.
Preferred Qualifications
+ Master’s Degree in a related field.
+ Minimum of seven years of experience working in focus area or specific education community.
+ Experience coaching, mentoring, supervising adult learners.
