    Position Summary

    HIGHLIGHTS

    SUNY Geneseo’s Facilities Services Department is looking for a reliable and dedicated individual to join our team as a Plant Utilities Engineer 1.

     

    As a Plant Utilities Engineer 1, you will be responsible for operating, maintaining, troubleshooting, repairing, testing, and calibrating mechanical and electrical equipment, providing heat, hot water, ventilation, air conditioning, and electrical distribution. You will make recommendations on major overhauls and replacement of equipment and initiate activity relating to energy conservation projects.

     

    You may supervise the work of Plant Utilities Helpers and Plant Utilities Assistants.

    This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS ).

     

    For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

     

    At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

    Required Qualifications

    MINIMUM QUALIFICATIONS

    On or before the date of filing your application, you must have one of the qualifications listed below:

    Either Graduate of heating, HVAC , ventilation, air conditioning, and refrigeration apprenticeship program from the U.S. Air Force;

     

    OR Must have been an enlisted machinery technician (MK) with the U.S. Coast Guard OR possession of a certificate as a Marine Engineer issued by the U.S. Coast Guard;

     

    OR Must have been an enlisted power generation equipment repairer with the U.S. Army;

     

    OR Must have been an enlisted gas turbine systems technician, submarine nuclear propulsion plant operator reactor control, utilities man, machinist mate, or engineman with the U.S. Navy;

     

    OR Must have a Merchant Mariner’s Document ( MMD ) and have been a qualified member of the engine department ( QMED ) as an oiler, fireman/water tender, refrigerating engineer or engineman with the U.S. Merchant Marine;

     

    OR Completion of a New York State Department of Labor registered apprenticeship program for stationary engineers, plant maintenance (plumber/steamfitter), HVAC Mechanic or plant maintenance (refrigeration/AC);

     

    OR Possession of a High-Pressure Boiler Operating Engineer License or Stationary Engineer License;

     

    OR A bachelor’s degree in Facilities Engineering, Mechanical Engineering, Electrical Engineering, or Marine Engineering;

     

    OR Four years of full-time hands on experience in the maintenance and operation of commercial, industrial, institutional facility, computer applications of digital energy platforms and building analytics and/or performing diagnosis, repair of HVAC systems or boilers or auxiliary equipment;

     

    OR Four years of full-time hands on experience in a residential setting performing diagnosis, operation, maintenance repair of HVAC systems or boilers or auxiliary equipment;

     

    OR An associate’s degree in HVAC AND two years of qualifying experience as described in EITHER qualification (two directly above);

     

    OR Completion of an HVAC certificate or diploma from a BOCES program (900 hours) OR completion of an approved certificate in HVAC , electrical, refrigeration, boiler operations and maintenance, or plumbing from an accredited technical school or technology college AND two years of qualifying experience in commercial or residential as described above.

     

    OR currently have permanent appointments in a Plant Utilities Engineer I, SG-14 classified position

     

    OR be reachable for appointment on the current NY State Civil Service canvass list for a Plant Utilities Engineer, SG-14 position

     

    Applicants must be eligible to work in the United States without a visa sponsorship.

    DEPARTMENT OPERATING NEEDS

    + Ability to climb, stoop, and do medium to heavy labor and lifting (a minimum of 50 pounds).

    + Possession of a working knowledge of applicable codes and regulations for the trade or trades to which assigned and of the safety standards and procedures.

    + Possession of computer skills adequate to work with computerized applications as assigned.

    + Record of dependability and past work performance, including satisfactory time and attendance record.

    Function 1: Operate and maintain mechanical, electrical and auxiliary equipment

     

    + Operate steam and hot water boilers.

    + Operate multi-fuel systems which could include oil, gas, diesel, refuse, and coal.

    + Operate central and auxiliary computers which monitor, test, control and operate boilers, auxiliary equipment and HVAC systems.

    + Operate boiler, feed water, condensate and hot water supply and return systems.

    + Troubleshoot, repair and calibrate electronic and pneumatic combustion and HVAC control systems.

    + Conduct boiler, HVAC and water systems testing, analyzing results and adding chemicals to maintain proper residuals in boiler and piping systems.

    + Operate forced or induced draft fan systems by starting, regulating and securing fan to maintain proper combustion process.

     

    Air Conditioning Equipment

     

    + Operate large central absorption, centrifugal, screw driven and hermetic chiller systems and other refrigeration equipment.

    + Operate related auxiliary air conditioning equipment such as cooling towers, evaporative coolers, fan coils, vacuum pumps, purge chillers and water cooled condensers.

    + Conduct chilled water and condenser water chemical analysis to maintain proper residuals.

     

    HVAC Equipment

     

    + Operate HVAC systems to maintain proper environmental conditions.

    + Calibrate controls, balance air distribution systems, and maintain proper air temperature, humidity, fresh air and air flow quality.

    + Ensure proper operation and air flow through various exhaust systems.

     

    Electrical Equipment

     

    + Operate high and/or low voltage electrical distribution systems, steam, diesel and gas turbine generators, transformers and switch gears, load centers, motor control centers, panel boards, emergency power and lighting distribution systems, motor generator sets and uninterrupted power supply systems.

    Function 2: Systems Maintenance

     

    + Clean, inspect, maintain and repair boilers.

    + Maintain, repair or replace bearings, shafts, controller valves, motors, piping, traps, conveyors and other rotation equipment.

    + Maintain boiler combustion, emission and flame safety control system.

    + Perform chiller maintenance.

    + Operate and perform maintenance on HVAC systems.

    + Maintain computerized energy management system.

    + Identify, inspect and replace faulty equipment and devices and troubleshoot problems, including resetting temperature, humidity, fan status, damper controls, valve position, and alarm status.

    + Respond to calls, usually on off shift hours, concerning mechanical, electrical or plumbing breakdowns and make necessary repairs or contact supervisor to authorize calling in appropriate trades specialist or contractor until situation is resolved.

    + Clean, maintain and repair HVAC equipment, calibrate controls, perform air testing, replace filters and test and chemically treat HVAC systems.

    + Maintain and repair high and low voltage distribution equipment.

    + Test, maintain and repair fire alarm, sprinkler, smoke detection and public address systems.

    + Perform maintenance and repair of various types of water and/or sewage pumping or filtration treatment equipment.

    Function 3: Energy Conservation

     

    + Identify, recommend and develop energy conservation projects.

    + Survey and monitor equipment and systems operation to determine the most efficient mode of operation.

    + Read gauges and meters and refer to technical instructions and/or operating manuals to determine if equipment is operating according to specifications.

    + Install new equipment and/or modify existing equipment to operate at peak energy efficiency.

    Function 4: Health and Safety

     

    + May be required to perform minor asbestos removal projects and/or supervise asbestos removal project.

    + Handle various types of hazardous materials, such as refrigerants, freon, gas, fuel oil, solvents, antifreeze, acids, caustic soda, regulated waste and refuse, etc.

    + Respond to incidents having potential environmental impact and/or safety concerns and may be called upon to implement evacuation plans in emergency situations.

    + Maintain “right to know” library, respond to inquiries, assess problems and provide advice regarding right to know incidents.

    + Work in confined space situations using personal protective equipment and supervise others working in confined space using personal protective equipment.

    + Working knowledge of OSHA , PESH , EPA , DEC , Healthy, NYS building codes as the relate to the requirements of the occupation.

    Function 5: Supervision

     

    + As assigned, incumbent may supervise Plant Utilities Assistants, Heating Plant Helpers, and other trades and labor class positions on a shift by making work assignments, giving instruction, assisting in performing the work, and assuring work is done in the appropriate manner.
