    This Technical Records Specialist 3/ Outfitter Program Coordinator position is a great opportunity for a professional who's looking to provide consumer protection and public safety for all Idahoans.

    Position Summary

    This position will oversee the year-round hunting tag designation program for the Outfitters and Guides Licensing Board (OGLB) and serves as the primary liaison with key state and federal partner agencies and associations. In addition, the successful candidate will perform licensure work and answer a wide variety of questions related to OGLB programs, policies, and regulations.

    Example of Duties:

    1. Designation

    + Track all hunting tag timelines and provide timely notification to outfitters of all deadlines and instructions for purchasing tags and submitting use reports

    + Maintain and update spreadsheets containing prior season tag use, allocation, and designation data, including tag transfers and hardship adjustments

    + Perform calculations of tag designations for each outfitter after seasonal Fish & Game tag allocations

    + Maintain tag waiting lists and designate tags from waiting list pool

    + Support OGLB Board meetings through research, collaborative agenda development, packet preparation, summary report development and delivery, and completing follow-up actions

    + Stay up to date on OGLB and Fish & Game regulations related to tag allocation and designation

    2. Licensure

    + Communicate with applicants and licensees regarding licensure and renewal requirements, and respond to related inquiries

    + Evaluate applications for accuracy and completeness and issue licenses as appropriate

    + Review requests and provide approval recommendations to the Executive Officer for business sales, special requests (e.g., one-time controlled hunts, overlap agreements, one-time hazardous excursions, emergency client moves), and license amendments (e.g., operating area adjustments, adding a designated agent or activity)

    + Perform regular non-use audits for each outfitted activity licensed by the Board

    3. Policy

    + Attend meetings of Idaho Outfitters & Guides Association, Forest Service, BLM, Fish & Game, and other state and federal agencies to represent the OGLB, answer questions, and bring information back to the Board

    + Collaborate with state and federal partners on topics related to outfitting and guiding in Idaho; monitor duties and deadlines related to MOUs with those partners

    + Draft, update, and maintain Board guidance documents

    + Assist Executive Officer and Board Counsel with rules and statute drafting and editing

     

    Our TRS3 will manage the OGLB Allocation email box and answer phone inquiries, along with communicating with the Idaho Department of Fish and Game on tag purchase/use data and deadlines. In addition, the TRS 3 will provide support to licensure staff, understand all licensure requirements and processes, and answer applicant and licensee questions. The successful applicant will also serve as subject matter expert for OGLB, answering licensee and stakeholder questions, including performing research as needed, along with interfacing with federal and state partners of the Board.

    Minimum Qualifications

    Some knowledge of supervisory practices.

    Experience:

    + records management

    + interpreting, applying, or explaining state or federal laws, rules, and policies

    + researching and reviewing legal documents for compliance with laws and to identify and resolve complex issues (e.g. court orders, contracts, ownership, deeds, trusts, tax returns)

    + creating correspondence and documents using word processing software

    Preferred qualifications:

    + Experience entering, manipulating, and tracking complex and voluminous data in Microsoft Excel spreadsheets, including performing calculations using complex formulas based in statute and rule; experience with pivot tables is helpful.

    + Experience in occupational or professional licensing, such as reviewing applications and supporting information, determining licensure qualifications have been met, communicating with applicants and licensees, and explaining licensure requirements.

    + Experience providing excellent customer service.

    + Experience drafting letters, memos, and reports.

    + Experience presenting information to boards or other formal groups.

    + Experience collaborating with leaders from other agencies or stakeholder groups.
