If so, the Division of Medicaid's Bureau of Policy team has an opening for aMedicaid Program Policy Analystthat could be for you. A policy analyst primarily reviews state and federal regulations, conducts research, writes policies and makes recommendations for program changes and coverage. They may also assist with federal reporting, making amendments to the Idaho Medicaid state plan and waivers, drafting changes to Idaho rules and statutes as well as other tasks.

     

    This is a statewide position and will report to their nearest DHW location.

     

    This position may be eligible for limited telework after successful completion of probation and necessary training. Approval to telecommute is not guaranteed and subject to termination at any time.

    EXAMPLE OF DUTIES:

    + Identifies and researches regulations, programs, methods, issues, and providers.

    + Analyzes quality, quantity, and cost-effectiveness of programs, methods, and procedures.

    + Determines and recommends program structure and methods of implementation and service delivery.

    + Develops and recommends policies and procedures.

    + Initiates and monitors promulgation and implementation of rules.

    + Ensures program compliance with laws, regulations, and guidelines.

    + Provides instruction to staff on policies, recipient eligibility, and claims processing procedures and problems.

    + Advises recipients, providers, staff, and others concerning program requirements.

    + Provides liaison with related programs.

    MINIMUM QUALIFICATIONS:

    You must possess all the minimum qualifications below to pass the exam for this position. Please make sure your resume or work history supports your meeting the minimum qualifications for this position. Failure to do this may disqualify you from being considered for this position. It is highly recommended to attach a one-page cover letter to your application to demonstrate how you meet the requirements below.

     

    + Good knowledge of health care delivery systems. Typically gained by completion of college courses covering health care delivery systems (such as nursing, medicine, medical social work, psychology, developmental disabilities, public health administration, health education) AND three years of experience working as a professional e.g. social worker, nurse, physical therapist, etc.; OR at least five years of experience as a professional in a managerial/administrative role which required in-depth knowledge of health care delivery systems.

    + Good knowledge of Medicaid laws and regulations related to health care. Typically gained by coursework or training covering Medicaid regulations as they relate to healthcare AND at least one year of experience interpreting and applying Medicaid regulations in a work environment. Training will usually be provided by vendor's or Government agencies.

    + Some knowledge of medical terminology. Typically gained by completion of a course in medical terminology; OR experience working in a health care environment that would logically provide knowledge/use of medical terminology.

    + Experience planning, organizing, monitoring, and evaluating a health care related program and analyzing cost-effectiveness of methods of health care delivery. Typically gained by professional experience of at least one year performing related work (e.g., Facility Administrator, RN Charge Nurse, Qualified Intellectual Disability Professional, Qualified Mental Health Professional, etc.; OR experience as a part of a Quality Assurance/Quality Improvement, administrative-directed program.

    + Experience interpreting and applying laws and regulations. Typically gained by at least one year of experience where you had the responsibility, as a portion of the job, to cite or analyze laws or regulations and explain to the public how these laws or regulations are interpreted and applied.

     

    Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants.

     

    + Experience planning, organizing, monitoring, or evaluating a healthcare related program.Typically, requires one year of experience where you had the responsibility as a portion of the job to work in healthcare, or majored or minored in public health or similar field.

    + Good knowledge of Medicaid laws and regulations related to health care.Typically requires coursework or training covering Medicaid regulations as they relate to healthcare AND at least one year of experience interpreting and applying Medicaid regulations in a work environment. Training will usually be provided by vendor's or Government agencies.

    + Experience planning for long-term deliverables with milestones.Typically requires professional experience of at least one year of project management; OR one year performing work as a professional where the product required completing multiple steps with individual deadlines for a larger deliverable lasting six months or more; OR four semesters worth of college credits with project management or planning, or assignments lasting a month or more that required significant preparation for completion (e.g., assignments with deadlines for multiple pieces culminating in a final deliverable).

    + Experience organizing and analyzing complex subjects.Typically requires professional experience of at least one year performing work where analysis was part of the job’s responsibilities; OR four semesters worth of college credits where analysis was a significant part of the curriculum or deliverables.
