    About our opportunity:

    The City of Asheville is seeking qualified applicants for the position of Community Development Block Grant – Disaster Recovery (CDBG-DR) Infrastructure and Planning Programs Lead in the Community and Economic Development department. The Community and Economic Development department promotes a thriving and equitable city by supporting housing, infrastructure, and economic initiatives and is responsible for managing the City’s CDBG-DR allocation. This position provides management and oversight of the CDBG-DR Infrastructure and Planning Programs , ensuring compliance with federal requirements and successful delivery of disaster recovery projects. This is a full-time employment position throughout the duration of the six (6) year grant lifecycle .

    Purpose of Classification

    The Community Development Block Grant - Disaster Recovery (CDBG-DR) Programs Lead provides oversight and direction to a portfolio of assigned CDBG-DR programs and associated sub-recipients. Oversight activities include ensuring program compliance with crosscutting federal statutory requirements applicable to CDBG-DR, financial management, subrecipient management, and maintaining systems of record during the implementation of CBDG-DR grant(s).

    Essential Functions

    The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

     

    + Monitors and manages a portfolio of assigned Community Development Block Grant - Disaster Recovery (CDBG-DR) programs and associated selected subrecipients. Collaborates with internal and external partners to develop, release and manage project application processes, including application intake, evaluation, award determinations, and agreement executions.

    + Identifies and communicates legal and compliance requirements to subcontractors and vendors, guiding stakeholders on how to operationalize and meet compliance expectations for successful grant administration. Coordinates with all award recipients (including contracted service providers and internal staff) for compliance with federal cross-cutting requirements, which may include monitoring and compliance, finance, and environmental review staff.

    + Leads technical assistance efforts, addresses inquiries, and provides oversight of all program and project operations throughout the grant lifecycle. Deploys resources and training to proactively address uncertainties and expectations for selected and prospective subrecipients.

    + Ensures the responsiveness of City grant processes to community needs through gathering public comment, keeping the organization and its partners informed, nesting sub-recipient selection processes within the City’s formal goals, and communicating difficult decisions to stakeholders. Communicates the limits and strengths of CDBG-DR funding and redirects ineligible project requests to suitable partners and programs.

    + Represents the City to community stakeholders including other governmental bodies, possible grant subrecipients, neighborhood associations and local interest groups. Maintains awareness of possible subrecipients and develops relationships accordingly. Coordinates, assists with and/or participates in events such as listening sessions and developer meetings.

    + Researches and analyzes data for the purposes of identifying and surfacing decision points. Identifies potential issues or roadblocks in development processes, proposing possible solutions that encompass and describe underlying trade-offs. Briefs leaders with appropriate context and detail.

    + Designs and authors messaging and materials for a range of internal and external stakeholders, including briefings for board and City Council proceedings, as well as other key City documentation. Maintains relevant and assigned materials / public information across multiple content management systems.

    + Develops, prepares and delivers routine and emergent reports for a variety of internal and external stakeholders including but not limited to the Department of Housing and Urban Development, City Council and the City’s Recovery team. Monitors performance measures from grant subrecipients. Contributes to monthly progress reports, presenting sensitive material covering status updates, aggregated data, and action items.

    Qualifications Required

    + Bachelor’s degree or higher, preferably in the field of finance, accounting, business management, public administration, economics, or a similar discipline; or Associate degree in a related field and 2 additional years of related work experience; or High School Diploma/equivalent with 4 years of related work experience.

    + Five (5) years of experience working in economic development, leading or directing contracting processes, and/or overseeing grants.

    + Experience performing in a leadership capacity

    + Experience with working with competing priorities, stakeholders, and vendor / contractor management from a wide variety of cultural and economic backgrounds.

    + Excellent verbal and written communication.

    Preferred

    + Demonstrated knowledge of the purpose, objectives, policies, procedures and regulations of the federal CDBG-DR program or of other related community development programs.

    + Knowledge, training or education regarding the geographical, political, and socio-economic conditions in the City of Asheville and surrounding area.

Includes exercising discretion in determining actual or probable consequences and in referencing such evaluation to identify and select alternatives. Ability to rapidly review large amounts of information, identify errors and risk areas, analyze and identify underlying problems, and suggest solutions.

    + Human Interaction: Requires the ability to work with others to coordinate the more complex programs and more complex problems associated with the responsibilities of the job. Often represents the department and/or organization when dealing with others. Ability to establish and maintain effective working relationships with a variety of people from different backgrounds, including subrecipient and partner staff, property owners, architects, engineers, developers, contractors, and the general public.

    + Equipment, Machinery, Tools, and Materials Utilization: Adept in the use of computer word processing, spreadsheet, and database programs.

    + Verbal Aptitude: Requires the ability to utilize a wide variety of reference, descriptive, and/or advisory data and information.

    + Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication, and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations with fractions; may include ability to compute discount, interest, and ratios; may include ability to calculate surface areas, volumes, weights, and measures.

    + Functional Reasoning: Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems.

    + Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.

    ADA Compliance

    + Physical Ability: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or workstation.

    + Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, and visual cues or signals. Some tasks require the ability to communicate orally.

    + Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental conditions.
