    Position: Talent Acquisition & Retention Specialist

     

    The Talent Acquisition & Retention Specialist is responsible for developing and executing effective strategies to attract, hire, and retain qualified candidates who align with the organization’s mission, values, and workforce needs. This position plays a key role in supporting staffing requirements across all programs and departments, ensuring compliance with applicable regulatory standards (including OASAS and/or OMH guidelines, where applicable), and enhancing employee engagement and retention initiatives.

     

    Job Scope

     

    Reports to: Human Resources Director

     

    Talent Acquisition & Recruitment

     

    + Develop, implement, and manage full-cycle recruitment processes, from job posting to handoff to Department.

    + Partner with hiring managers to identify staffing needs and create effective sourcing strategies.

    + Write and post job descriptions across internal and external job boards, social media, and professional networks.

    + Source and engage qualified candidates through proactive outreach, networking, and community partnerships.

    + Screen applicants, conduct interviews, and coordinate interview panels and hiring decisions.

    + Conduct professional reference checks and ensure compliance with employment verification standards.

    + Conduct New Hire Orientations for incoming employees to ensure smooth onboarding and understanding of organizational policies.

    + Maintain applicant tracking systems (ATS) and ensure compliance with equal employment opportunity (EEO) regulations.

    + Build and maintain relationships with colleges, universities, and community-based programs to support internship and trainee pipelines (e.g., CASAC trainees, social work interns, etc.).

    + Cross functional and verse in all HR functions organizational wide if needed for coverage ex. To pick up Onboarding tasks if needed to cover in absence /emergency etc.

    + Other additional Duties and projects as assigned by HR Director

     

    Retention & Employee Engagement

     

    + Collaborate with HR and program leadership to design and implement employee engagement and retention strategies.

    + Conduct preliminary HR interviews, new hire check-ins, and exit interviews to identify trends and recommend improvements.

    + Support career development initiatives, internal mobility, and succession planning.

    + Develop and promote employee recognition, wellness, and incentive programs that enhance workplace satisfaction.

    + Analyze turnover data and provide reports and recommendations to leadership for improving retention outcomes.

     

    Workforce Development & Compliance

     

    + Support “grow-your-own” workforce initiatives, including internal training programs, apprenticeships, and career pathways.

    + Ensure recruitment and retention practices align with OASAS, OMH, and other funder or regulatory requirements.

    + Maintain accurate and up-to-date HR and Recruitment & Retention metrics and dashboards.

    + Participate in job fairs, career events, and professional networking opportunities to promote the organization as an employer of choice.

    Qualifications

    Required:

    + Bachelor’s degree in Human Resources, Business Administration, Psychology, or related field and/or or equivalent experience

    + Minimum of 2 or more years of experience in recruitment, talent acquisition, or HR generalist roles,

    + Strong understanding of employment laws and HR compliance practices.

    + Excellent interpersonal, communication, and organizational skills.

    Preferred:

    + Experience in nonprofit, healthcare, or human services setting.

    + Demonstrated success developing and implementing recruitment and retention strategies.

    + Proficiency with HRIS/ATS systems, Microsoft Office, and utilizing social media recruiting tools (LinkedIn, Indeed, etc.).

    + Additional HR Certification

    Position Status

    This is a full-time exempt position. Exempt employees are defined as employees who, based on duties performed and manner of compensation, shall be exempt from the Fair Labor Standards Act (FLSA) minimum wage and overtime provisions. Exempt employees are salaried and expected to work any hours above and beyond their regular schedule necessary to ensure completion of all tasks in a timely manner.

     

    Work Environment

     

    This job operates in a professional office environment and outside in the field. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. Must be able to travel among assigned sites and locations as needed. Occasional travel is also required for recruitment events, job fairs, or site visits.
