    Description of Job

    Organizational Purpose:

    This work unit exists to provide leadership, strategic direction, administrative support, fiscal and agricultural project analysis, personal and communication services, and other professional support to the Commissioner of Agriculture and the nine divisions of the Colorado Department of Agriculture. Services include general agency management; oversight of administrative activities; personnel administration; public affairs; public relations; legislative liaison; developing and implementing agency policies and directives; and collaborating with the Agricultural Commission on agricultural issues.

    Major Objectives of the Position:

    This position serves as the Executive Assistant to the Commissioner of Agriculture, directly assisting the Commissioner and supporting the Deputy Commissioners, the Colorado Agricultural Commission, and the Regional Assistant Commissioners. As the Executive Assistant, the position provides a high level of executive service and conveys a professional persona in representing the Colorado Department of Agriculture.

     

    As the executive assistant, the position works with and communicates with a multitude of high-level officials, including those from the Governor’s Office, legislators, federal officials, and other public members. Primarily, the position works with the Commissioner to manage their daily scheduling priorities, resolve conflicts, and keep the calendar current and accurate. On behalf of the Commissioner, the position makes frequent travel arrangements, schedules, and facilitates meetings; answers phones; proofreads documents; and manages meeting minutes. The position will coordinate, set up, and/or participate in special department-scheduled events. In addition, this position reviews and processes financial documents. This position will manage the flow of contracts and other critical documents needing signatures by the Commissioner and Deputy Commissioners.

     

    The position may have some flexibility in their work location and schedule, subject to the weekly schedule, the Commissioner’s in-office schedule, off-site events, and job duties. The position is considered to be hybrid, requiring in-office work when the Commissioner is in the office for a minimum of 4 days a week, and travel with the Commissioner across the state (which requires occasional overnight travel).

    Primary Duties:

    Executive Support and Schedule Management for the Commissioner of Agriculture

    Provide Executive-level administrative support for the Commissioner of Agriculture, including managing the Commissioner’s schedule and completing critical procedural tasks on behalf of the Commissioner. Specific duties this position is responsible for include, but are not limited to:

     

    + Lead scheduling for the Commissioner.

    + Prepare reminders and materials, upload documents, and ensure excellent coordination with all parties prior to the Commissioner's meeting or event.

    + Help determine which staff member should represent the Department of Agriculture when the Commissioner is unavailable.

    + Gather information on logistics, audience, and topic(s) to address for any meeting, event, or speaking engagement, and properly communicate and log that information in the calendar.

    + Ensure that all meetings with the Commissioner have a meeting owner responsible for creating the agenda, running the meeting, tracking action items, and providing the agenda and any other meeting materials in advance.

    + Make appropriate travel arrangements and accommodations in accordance with the State Travel Management Program.

    + Travel with the Commissioner for all in-state travel and as needed for out-of-state travel, including driving the Commissioner.

    + Gather information to build progress reports to be submitted to the Governor’s Office monthly.

    Agricultural Commission Administration and Member Support

    Serve as the primary point of contact for the Colorado Agricultural Commission (Commission), consisting of nine members. In this duty, the position will implement the administrative actions needed to support the Agricultural Commission meetings and manage Commission members. Specific duties this position is responsible for include, but are not limited to:

     

    + Facilitating general phone and electronic communications with Commission members; serving as a primary contact and resource for members to ask questions.

    + Ensure the administrative needs of all Commission members are identified and resolved, including completing members’ travel arrangements and expense reimbursement requests.

    + Coordinates meeting schedules, designs and distributes meeting agendas, and assembles and distributes electronic meeting materials at least one week in advance of the meeting.

    + Complete meeting preparation activities for both in-office and off-site locations, including securing the location, room, and tech setup, ordering meals and refreshments, and other logistical needs.

    + Manage meeting recordings, compiling and finalizing minutes for review and approval at the next meeting, and ensuring public notices and documents are successfully uploaded in a timely manner and in accordance with state law and rule.

    + Distinguishing proper protocols between public sessions and executive sessions,

    + Manage governance and public records of the Commission, including historical changes to bylaws, meeting minutes, board compliance documents, and meeting recordings.

    + Maintain a detailed knowledge of all Commission procedural guidance bylaws and protocols and assist the Commission members in resolving any questions that may come up regarding governance of the Commission.

    Event Coordination, Employee Engagement, and Technical Meeting Facilitation

    Responsible for the planning and execution of various internal and public meetings, including in-person and virtual meetings such as Agricultural Commission, agency town hall meetings, workshops, all-staff meetings, external roundtables, and internal team meetings. Specific duties this position is responsible for include, but are not limited to:

     

    + Perform detailed scheduling and logistics for meetings, conferences, workshops, and internal and external town hall meetings. This may include arranging for rooms and food, moving furniture, getting materials to the event, scheduling attendees and presenters, and other duties as needed.

    + Setting up, leading, and providing technical support (e.g., Google Meet, Zoom, cameras) for online and hybrid meetings.

    + Create and send event invitations, agenda, minutes, and meeting materials in a timely and organized manner.

    + Serve as lead coordinator for internal agency engagement activities and special events throughout the year (e.g., Halloween, Holiday Party, Public Service Recognition Week, etc.), serving as project (event) manager responsible for managing the full event lifecycle.

    + Manage lists of meeting participants in a timely manner.

    + Traveling out of town (sometimes overnight) and driving to an off-site location in Colorado.

    Managing Communications and General Administrative Duties

    Serves as the first point of contact for the Commissioner, fielding inquiries from internal staff, public stakeholders, and agency partners. As the Executive Assistant, they will need to ensure communication to and from the Commissioner is timely, accurate, and clear. In addition, this position is responsible for various administrative duties necessary to support the Commissioner, Deputy Commissioner, and Regional Assistance Commissioners. Specific communication duties this position is responsible for include, but are not limited to:

     

    + Provide executive-level or professional service to internal and external stakeholders when they contact the Commissioner.

    + Follow up with the executive and senior team as appropriate with action items, relevant resources, and other meeting takeaways.

    + Welcome visitors to the office and ensure they have what they need, including refreshments, tech support, office space, and are connected to the correct staff.

    + Screen inquiries for the Commissioner and attempt to resolve issues quickly. Routes other phone calls, emails, and other inquiries to the appropriate Department personnel for resolution. Investigate and resolve everyday customer needs and/or complaints if possible.

    + Draft for review and submit written professional correspondence on behalf of the Commissioner.

    + Process and reconcile financial documents, including managing purchase requisitions, receiving reports, and vendor invoices for the Commissioner’s expenses.

    + Manage a commercial purchase card (P-Card) in compliance with policy and State Fiscal Rules.

    + Complete and route the necessary documentation needed for the Commissioner’s signature (authorization/approval), including official function forms, travel requests, credit card authorizations, etc.

    + Track signature files for the Commissioner and the Deputy Commissioners, including, but not limited to, personnel action forms, performance evaluation forms, and contracts.

    + Serve as a resource for the Commissioner’s Office, division directors, and their teams as necessary.

    Other Duties

    Performs other duties as assigned on special projects or to address immediate challenges. The position may be requested to work on special projects or tasks as needed for the Department. Specific communication duties this position is responsible for include, but are not limited to:

     

    + Provide regular and direct support to the Governor’s Office to plan and host agricultural-related activities, including town halls, field visits, and press events. Assist with any conference or other event hosted by the Department.

    + Provide front desk coverage support. This includes greeting and assisting guests and customers and welcoming them to CDA, answering calls and routing them to the appropriate divisions to resolve issues, questions, or concerns, and receiving, sorting, and distributing incoming mail and packages.

    The Executive Assistant is considered a hybrid position and is eligible for limited work from home and flexible work arrangements. The position has limited flexibility in their work location and schedule, subject to the weekly schedule, the Commissioner’s in-office schedule, off-site events, and job duties. The position requires in-office work when the Commissioner is in the office or a minimum of 4 days a week at the Broomfield office, and occasional travel with the Commissioner across the state (which requires occasional overnight travel).

    Minimum Qualification: Proven Experience, Knowledge, Skills

    + Five (5) years of professional experience supporting executive leadership that includes experience in the completion of administrative tasks, schedule management, event planning, and use of online meeting tools (Google, zoom, etc.).

    + Part-time experience will be prorated.

    + A combination of related education and/or relevant experience leading high-level executive administrative work that includes completion of administrative tasks, schedule management, event planning, and use of online meeting tools (Google, zoom, etc.)
