    Summary The Secretary of Defense has ordered a department-wide hiring freeze subject to certain limited exceptions. This position is subject to the DoD hiring freeze. Offers of employment related to this vacancy announcement will not be executed until the position has an approved exemption. You will serve as a ADMIN/TECH SPECIALIST in the MANAGERIAL ACCOUNTING (code 0122) of NAVUNSEAWARCENDIV NEWPORT RI. Responsibilities You will serve as the Lead for processing Commercial and MILSTRIP Unmatched Disbursements (UMDs). You will be identifying route causes, proposing mitigation and corrective action plans, providing training, processing UMDs and UMD metrics reporting. You will be researching and analyzing fund certification failures and taking corrective action to obtain a successful systematic interface. You will manage coordination of responses to ensure sufficient unliquidated obligation balances for contract de-obligations are addressed. You will participate in cash working group for resolution of issues, awareness of system changes, and coordination of various scenarios in alternate ERP modules and roles that have an impact on cash processing. You will coordinate the utility payment process, comprehend and adhere to complex vendor payment business rules and associated regulations. You will assist with development and maintenance of Vendor Pay forms, desk guides, process flows, and other documentation for internal use in vendor payment procedures and for audit purposes. Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the pay band NT-03 (GS-09/10 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing complex financial data to diagnose problems and understand how Navy ERP interfaces with other systems to ensure proper execution of resources and compliance with policies. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess one or more of the following: For the NT-0510, Professional Accounting Series. - degree in accounting or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. (The 24 hours may include up to 6 hours of credit in business law). OR - combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Background would also include one of the following: 1) 24 semester hours in accounting or auditing courses of appropriate type and quality (this can include up to 6 hours of business law);Or, 2) a certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination, Or, 3) completion of the requirements for a degree that included substantial course work in accounting or auditing. (e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of response option A, provided that (a) you successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that you have demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in response option A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, your education, training, and experience fully meet the specified requirements. Additional Information This position is part of the Warfare Centers Personnel Demonstration Project. The NT-4 pay band encompasses GS-11 and GS-12. This position is covered by the Department of Defense Priority Placement Program. Additional vacancies may be filled by this announcement.
