    Description

    The Department of City Planning ensures the highest quality of life for present and future generations by providing excellent planning and enforcement services emphasizing the development of safe, healthy and fun communities where people choose to live, work and play.

     

    The City of Norfolk’s Department of City Planning is seeking an City Planning Associate. This position would be responsible for the technical review, coordination, and communication of development review activities, including site plans, conditional use permit, land use applications, zoning permits, trades permits, and business license review. Serves as a direct source and liaison with the public. This position is part of the professional planner career series.

    Essential Functions

    + Provides guidance and support to staff and the public on the continuing efforts to improve the application and approval process, including improvement to existing and new technology; provides staff and commission support by coordinating the processing of land use applications including preparing legal advertisements, notifying the public, reviewing and posting supporting documentation, and coordinating application review with other agencies; provides land use information to developers, builders, engineers, local and state agencies; assists the public with land use regulations, policies and procedures.

    + Develops Commission/meeting agendas, coordinates presentation materials, meeting recordings and broadcasts, and other necessary activities required by public meetings.

    + Must be able to review land use applications for completeness and compliance with City Code and Zoning Ordinance requirements.

    + Must be able to organize information and materials; identify any missing or conflicting information; and communicate complex information effectively, clearly and accurately, both verbally and in writing.

    + Prior experience in zoning or zoning plan review is a plus.

    + Experience with running meetings and public speaking.

    + Must be able to multi-task and have the ability to coordinate multiple projects and reviews concurrently.

    + Department’s Granicus coordinator and trainer.

    Education/Experience

    + Work requires knowledge necessary to understand basic operational, technical, or office processes, relevant planning experience.

    + Level of knowledge equivalent to four years of bachelors degree or equivalent in planning, public administration, urban studies or related field.

    + Experience may substitute for education requirements.

     

    Additional Information & Requirements

     

    + Valid Driver’s License may be required, depending on assignment.

    Schedule:

    + M-F, 8:00 am – 4:30 pm, 40 hours per week ½ hour lunch

    + Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.

    + Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.

    + Temporary/seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.

    + Retirement

     

    If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

     

    If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

     

    + The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
