Job Description
An employe is looking for a highly skilled Project Manager to join one of our largest national healthcare clients for a contract-to-hire opportunity. This role is a 6-month contract with eligibility for conversion based on budget availably and performance. In this role, you'll join a growing team and work to support The State of Hawaii. This team's current project manager is moving on to a new opportunity and thus they're looking to backfill their role. They've identified a temporary resource to head up this project from Jan 1, 2026, through the end of February 2026 and they're looking for someone who could start by the end of January to hopefully be trained by this temporary resource in order to hit the ground running. In order to be successful on this team, you must have 5 years of prior experience working as a project manager and ideally have experience supporting various government projects. This is a contract opportunity with eligibility for conversion based on performance and budget availability.
Responsibilities:
• Defining work strategies, aligning these with resources and desired client outcomes, and overseeing planning and execution of the large-scale implementation.
• Anticipating issues and acting proactively to address potential issues.
• Gathering and updating deliverables, project materials, project documentation, business flows, and lessons learned documents
• Speaking about details of the project to both the business and technical teams, including clients
• Managing cross-functional interdependencies.
• Improving processes to optimize performance and value over time.
• Providing proactive risk management and issue/problem resolution as required.
• Ensuring technology solutions are managed to support business strategies, often working with senior management.
• Directing the integration of technical aspects of all related projects/programs.
• Conducting analyses, needs assessments, and cost/benefit assessments.
• Monitoring financials to ensure budget compliance.
• Representing project status to client and Optum leadership.
• Addressing project challenges with key client personnel and within Optum.

Skills and Requirements
• 5+ years of IT Project Management experience
• 2+ years of client facing experience
• 2+ years of working hands-on with all aspects of the System Development Life Cycle
• 2+ years of experience in project management for a State Medicaid Agency or a large healthcare management organization
• Up to 10% travel requirement
• Ability and willingness to work on Hawai'i Standard Time (HST)
• Proficiency with MS Office (Including Word, Excel, Outlook, PowerPoint, Project, Visio)
• 2+ years of experience in project management for an EDW project with data migration
• Project Management Professional (PMP) Certification
• Experience facilitating Joint Application Design (JAD) session
• 2+ years' experience with project in the M&O phase of the project lifecycle. • Experience facilitating Joint Application Design (JAD) session
• 2+ years' experience with project in the M&O phase of the project lifecycle.
• Project Management Professional (PMP) Certification
•Client facing experience with State Medicaid agency and demonstrated ability to handle large scale initiatives
•Ability to build collaborative client relationships, resolve/manage risks and issues, and plan/manage/deliver multiple maintenance/enhancement releases per year with 12-14 deliverables updates per release with a matrixed team of resources.
•Experience managing third party vendor contracted to deliver the Spanish Translation functionality.
