This position requires an employee to be onsite at 3200 Labore Rd, Ste 104, Vadnais Heights, Minnesota at least 50% of the time, with some opportunity to perform work from a telework location.

Direct Care and Treatment (DCT) is seeking an individual to join our DCT Human Resources team for an exciting opportunity as a Labor Relations Project Lead. As the Labor Relations Project Lead, you will assist in the management and direction of the Labor Relations functions, professional human resource (HR) consultation and training to human resource professionals, managers, supervisors and employees.
Responsibilities include:
+ Manage and lead large and complex HR projects including the development and/or revision of policies, procedures, guidance materials, vendor contracts, labor relations system, labor contracts for DCT and the HR office
+ Serve as a DCT-wide lead HR-LR Consultant providing advanced HR-LR direction, best practice, training, backup and assistance when needed and assigned
+ Advise and train DCT wide HR-LR members, managers, supervisors, and employees regarding policy, procedures and requirements concerning Labor Relations topics
Minimum Qualifications

Four (4) years* of experience in human resources – labor relations. Experience must demonstrate the following:
+ Experience and/or consultation on performance management, discipline, and grievances to include coaching on giving constructive feedback.
+ Administration of pertinent policies, administrative procedures, and state and federal employment laws
+ Experience in analyzing complex situations, identifying practical solutions, and collaborating with stakeholders to improve processes and deliver measurable, value-added outcomes.
+ Project management experience to efficiently manage processes, set and meet milestones and produce high visibility/high impact deliverables.
+ Experience designing and delivering training programs for employees and leadership coupled with strong project management skills to ensure effective planning, execution, and evaluation.
*Note: A master’s degree in human resources or related degree program such as industrial relations, business or public administration may substitute for 18 months of experience or a bachelor’s degree in human resources or related degree program such as industrial relations, business or public administration may substitute for one year of experience.
Preferred Qualifications
+ Advanced degree in Human Resources or a related degree program, such as Business or Public Administration, industrial relations
+ Human resources experience in continuous 24-hour operations
+ Experience in public sector industry or government entities
+ Experience working in a unionized environment handling complex union contracts
+ Experience with LaborSoft
+ Advanced knowledge of MN Statute Sec. 13.43 (https://www.revisor.mn.gov/statutes/cite/13.43) Personnel Data
