    This position exists to manage a statewide effort to effectively deal with identification and recovery of client overpayments in federal and state funded public assistance programs. This position acts as a department expert on operational aspects of policies and procedures governing the establishment and collection of overpayments in the Supplemental Nutrition Assistance Program (SNAP). This position is also responsible for the federally required Treasury Offset Program (TOP) and management evaluation of county claims administration.

    Responsibilities include:

    + Serve as analyst, lead and project manager for the Treasury Offset Program (TOP) that recovers SNAP overpayments by attaching federal income tax refunds, contract payments, salaries, pensions and benefits from federal entitlements as required by federal law.

    + Provide representation and technical expertise in responding to federal agency audits and annual reviews of Department programs, policies and computer system utilization involving collection policies and procedures, accounts receivable type and status and recoupment and collection efforts for SNAP and Minnesota Family Investment Program (MFIP).

    + Develop, implement and evaluate strategies for improving county and tribal nation claims management practices, increasing the volume and accuracy of MAXIS accounts receivables.

    + Serve as Department liaison and resource in resolving issues relating to establishment and collections of MAXIS claims

    + Provide technical assistance to the Department on policies and procedures relating to claims and recoveries.

    Minimum Qualifications

    Three (3) years of experience in a human services or social services setting. Experience must include:

     

    + Maintaining compliance with federal audits/reporting standards and preparing necessary documentation for audits and reviews.

    + Development of presentations and educational materials sufficient to train and motivate individuals and groups.

    + Training, technical assistance and supporting both internal and external stakeholders.

    + Data analysis, data manipulation, data transformation and interpretation, and modelling.

    + Project management experience.

    Preferred Qualifications

    + Experience working with counties and/or tribal nations in the SNAP program and MAXIS system.

    + Advanced proficiency in Microsoft Word, Excel, and PowerPoint for report creation, data analysis, or presentations.

    + Variety of experience working effectively with others from different backgrounds and cultures.
