    Job Description

    As the nation’s largest provider of affordable housing, the New York City Housing Authority (NYCHA) owns and operates 168,000 apartments across all five boroughs. The Financial Accounting and Reporting Services Department oversees accounting, accounts receivable, payroll, financial reporting, and certain compliance-related reporting for NYCHA and its component units.

     

    Reporting to the Controller, under general administrative direction and with broad latitude for initiative and judgment, the selected candidate will support the Authority’s financial accounting and reporting operations. This includes strengthening internal controls, ensuring adherence to reporting policies, and contributing to the overall integrity and accuracy of NYCHA’s financial management.

    Duties and responsibilities include, but are not limited to, the following:

    - Assist the Controller in developing and implementing fiscal and operational policies for the Finance Department. Provide interpretation of these policies and advise executive officers, division leaders, and department heads on policy application and implications.

     

    - Support the supervision and preparation of the Authority’s annual financial report, periodic financial reports, and other complex accounting reports for both the Authority and its subsidiaries. Analyze financial statements to provide actionable insights for management decision-making.

     

    - Facilitate the annual financial audit process and assist in managing the Authority’s relationship with external auditors.

     

    - Review financial, accounting, and audit reports prepared for submission to federal, state, and city agencies, as well as the Authority’s Board of Directors and audit/finance committee. Prepare accompanying responses and recommendations as needed.

     

    - Review and oversee tax return preparation for NYCHA RAD/PACT.

     

    - Support the maintenance of accurate accounting records and ensure strong fiscal controls throughout the Authority.

     

    - Participate in the development of accounting manuals, internal controls for accounting systems, financial procedures, and instructions, and provide recommendations for policy improvements.

     

    - Provide strategic guidance on accounting treatment for large-scale real estate transactions and the development of the Public Housing Trust.

     

    - Research and implement new Governmental Accounting Standards Board (GASB) and Generally Accepted Accounting Principles (GAAP) pronouncements to ensure compliance and best practices.

    NOTE: The Department of Citywide Administrative Services (DCAS) administered a civil service exam for the Administrative Accountant title on 09/03/25. Therefore, applicants (candidates) that did not take and pass the exam will potentially not be considered, likewise applicants not reachable on the established civil service list will potentially be in jeopardy of being replaced with an eligible civil service candidate.

    ADMINISTRATIVE ACCOUNTANT - 10001

    Qualifications

    1. A baccalaureate degree from an accredited college or university, including or supplemented by 24 semester credits in accounting, including one course each in advanced accounting and auditing, and four years of satisfactory full-time professional accounting or auditing experience, at least 18 months of which must have been in an administrative, managerial, or executive capacity or supervising a staff performing accounting or auditing work; or

    2. A valid New York State Certified Public Accountant license and at least 18 months of satisfactory full-time professional accounting or auditing experience in an administrative, managerial or executive capacity or supervising a staff performing accounting or auditing work.
