    Job Description

    The New York City Housing Authority (NYCHA) is the nation’s oldest and largest public housing authority with more than 152,000 apartments and over 370,000 residents. NYCHA’s mission is to provide quality housing for New Yorkers that is sustainable, inclusive, and safe, while fostering opportunities for economic mobility. NYCHA also administers a citywide Section 8 leased housing program that serves over 200,000 tenants. Since the 2019 Agreement between NYCHA, the Department of Housing & Urban Development (HUD), and the U.S. District Court, Southern District of New York (SDNY), NYCHA has been working under a Federal Monitor structure. The HUD Agreement sets the requirement to create a new Transformational Plan in collaboration with the Federal Monitor and sets forth various compliance related targets for NYCHA across major operational areas.

     

    The Office of the Chief Administrative Officer (CAO) oversees the Authority’s support services portfolio, including Supply Management & Procurement, Information Technology, Human Resources, Customer Contact Center, and General Services.

     

    The Office of the CAO seeks a Director of Strategic Initiatives, a newly established senior-level position reporting to the Deputy Chief Administrative Officer (DCAO). The Director of Strategic Initiatives will lead the newly established Strategic Initiatives team, providing vision, direction, and management to build the team’s capacity and drive cross-functional projects that advance NYCHA’s Transformation Plan. Working closely with the DCAO, the Director will serve as a critical thought partner and driver of organizational change, translating strategy into actionable initiatives that improve efficiency, resilience, and service delivery across NYCHA.

    The responsibilities of the Director of Strategic Initiatives will include, but are not limited to:

    - Build, lead, and manage the newly established Strategic Initiatives team, including hiring, developing, and mentoring staff.

     

    - Lead and manage cross-functional strategic projects from initiation through implementation, ensuring alignment with NYCHA’s Transformation Plan.

     

    - Prepare and develop long range, detailed project management plans for operational workstreams and monitor progress against deliverable timelines.

     

    - Collaborate with subject matter experts across the CAO portfolio to identify opportunities for business process re-engineering within our functional areas and assist in planning associated initiatives.

     

    - Monitor and track progress and performance of all strategic initiatives against defined metrics, providing data-driven updates and course-correction recommendations.

     

    - Design and implement structured change management frameworks that support cross-functional projects.

     

    - Develop and implement key elements of the NYCHA Transformation Plan, ensuring alignment with Authority-wide goals and measurable outcomes.

     

    NOTE: Due to the existence of a civil service list, candidates must have permanent civil service status in the title of Administrative Staff Analyst to be considered.

    ADMINISTRATIVE STAFF ANALYST - 10026

    Qualifications

    1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management. Eighteen (18) months of this experience must have been in an executive, managerial, administrative, or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above.

    2. A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience in the areas described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.

    3. An associate degree or completion of 60 semester credits from an accredited college and six years of satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.

    4. A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and eight years of satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.

    5. A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least two years of experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.
