GENERAL DESCRIPTION OF POSITION
To provide the technical skills required to give AECC soundly constructed, properly maintained, and reliably operated environmental control and monitoring equipment in compliance with all applicable environmental regulations. Assists with other environmental compliance and research activities.
ESSENTIAL DUTIES AND RESPONSIBILITIES
+ Prepares and oversees the installation, start-up, operation, and maintenance of power plant continuous emissions monitoring systems (CEMS) in the following manner: Performs routine checks on equipment to maintain high data availability. Updates and maintains QA/QC procedures. Upgrades software and hardware to meet new regulatory requirements. Works with CEMS equipment suppliers to diagnose hardware and software problems.
+ Coordinates CEMS testing within AECC, procures outside testing consultant services, and witnesses CEMS compliance testing for submission to EPA and ADEQ (RATA, linearity, etc.).
+ Prepares the preparation of various other CEMS reports to EPA and ADEQ including: Quarterly Electronic Data Reports, Semi-Annual Emission Monitoring Reports and Downtime Reports.
+ Coordinates the inventory of parts and supplies used for operation and maintenance of CEMS and other environmental monitoring equipment.
+ Participates in the design, installation, maintenance and testing programs of AECC's facilities regarding other environmental monitoring or control equipment.
+ Assists with performing research related to environmental and compliance activities.
+ Assists AECC's Designated and Alternate Representatives (DR and ADR) for Clean Air Act compliance when needed to deal with EPA and State regulators.
+ Maintains and uses test equipment and tools to monitor plant performance and compliance.
+ Instructs and trains others on technical, operational, and safety procedures of environmental monitoring equipment.
+ Assists with the department's annual budget preparation and with others in the department on projects requiring expertise in electronic monitoring, control, and data collection hardware and software, drawings, technical evaluations and documentation.
+ Advises other AECC personnel, AECI personnel and member cooperatives' personnel, upon request, of facts relating to this area of responsibility and assists them in the performance of their duties in times of need.
+ Keeps abreast of related technical developments and uses every opportunity to become better qualified in this area of responsibility. Researches federal and state environmental requirements on and assists in the handling, use, and disposal of hazardous chemicals and/or substances. Maintains contact with personnel of like responsibility in other power supply systems to exchange technical information and to cooperate in projects of mutual interest.
+ The ability to handle stress and work well with others are essential functions of this position.
+ Keeps supervisor informed at all times of matters important to the Cooperative, particularly where member cooperatives or other power suppliers are involved.
+ Assists in research for and obtains data to aid in the writing of Environmental Impact Statements, Oil Spill Prevention Plans, and other environmental and technical reports.
+ Due to our obligation to provide continuous, reliable electric service to our customers, the ability to maintain regular and punctual attendance and the ability to work outside your regularly scheduled office hours when necessary is an essential function of the job.
+ Maintain awareness of and compliance with applicable laws and regulations from various regulatory entities, internal policies, procedures, and directives. Ensure ongoing monitoring and timely incorporation of any changes to maintain adherence to compliance standards.
MINIMUM QUALIFICATIONS
+ Analyst I- Associate’s Degree in Business Administration or related field, plus 0 to 6 months related experience and/or training. Or equivalent combination of education and experience.
+ Analyst II- Associate’s degree plus 2 years related experience and/or training. Or equivalent combination of education and experience.
+ Analyst III- Associate’s degree plus 4 years related experience and/or training. Or equivalent combination of education and experience.
+ Senior Analyst- Associate’s degree plus 8 years related experience and/or training. Or equivalent combination of education and experience.

The employee must occasionally lift and/or move up to 100 pounds; frequently lift and/or move up to 25 pounds; regularly lift and/or move up to 10 pounds. Specific vision abilities required by this job include close vision; distance vision; color vision; depth perception; and ability to adjust focus.
ADDITIONAL INFORMATION
+ Must be able to travel to various power plants and locations throughout the State of Arkansas and stay overnight as required to complete work assignments.
+ Must be able to work extra hours when necessary and report to work whenever needed during non-scheduled working periods.
