    Summary This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicare, Performance-Based Payment Policy Group (P3). As a Health Insurance Specialist, GS-0107-15, you will serve as senior advisor on a range of technical and legal value-based payment and compliance issues along with providing analysis, advice, and coordinating policy development on a wide range of value-based payment topics across 3 diverse divisions. Responsibilities Maintain familiarity with the Group’s modeling and analysis activities and uses findings to inform policy development and review impacts. Provide direction to analysts, contractors, regulation writers and coordinators on policy development, leadership briefings, regulatory drafting for two annual rule-making cycles, and policy implementation. Lead the design and implementation of policies focused on issues of national and strategic prominence. Work on complex and controversial issues that have cross group and component implications that require high level coordination and perspective. In order to qualify for the GS-15, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-14 grade level in the Federal government, obtained in either the private or public sector, to include: (1) Analyzing current Medicare Shared Savings Program policy and operations to provide technical direction and develop regulations and policy guidance that support the effective implementation of the Medicare Shared Savings Program and related value-based care initiatives; (2) Providing expert policy and operational guidance to senior CMS agency officials, HHS Department leadership, and internal and external stakeholders on the Medicare Shared Savings Program, including its interaction with Medicare Fee-for-Service and broader value-based care models; (3) Providing technical direction and assistance to analysts and contractors to ensure the accuracy, consistency, and regulatory alignment of work products that support the agency's operational priorities for the Medicare Shared Savings Program. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
