Summary The Program Analyst serves in the Research and Development Service Line in the VA Boston Healthcare System, Boston, Massachusetts. The position performs the full complement of budgetary functions related to the Government Purchase Card Program and procurement duties as well as serving as the Contracting Officer Representative for the Service Line with overall responsibility/supervision associated with all phases of the government credit card purchase program and contracting procurement process. Responsibilities ***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Major duties and responsibilities include: Strategic preparation of budget estimates and justifications; interpreting (Federal Acquisition Register) FAR and (Office of Management & Budget) 0MB policies and directives. Provides advice and guidance to researchers, program and line managers on the interpretation of budget estimates and government credit card and contract procurement options in support of the programs of the facility. Functions as COR for research administration. Utilizes FAR guidelines for procurement of goods and services. Uses oral and written communication skills to obtain and provide information related to budget matters and electronic system. Reviews facility budgetary and program requirements to assure their conformance with established agency policies and the intent of Congress. Provides training and advice to the research employees on contracting processes and government purchase card program regulations. Develops proposed procedural guidance (i.e., internal government purchase card standard operating procedures, etc.) for issuance within the organizations. Develop summary charts providing a synopsis of the facility's budget request and highlights issues with pertinent background information so that effective budget decisions can be made. Participates in the fund distribution process and controls and reviews assigned areas at the planning, apportionment and allotment stages. Insures that monthly and yearly trends are reflected in the operating plan and recommends any necessary adjustments. Develops monthly analyses of program actual and possible trends, with detailed explanation of significant deviations. Develops additional analysis providing historical data of programs. Prepares special analyses and reports as requested by the supervisor and higher authority. Qualifications IN ORDER TO QUALIFY FOR THIS POSITION AT THE GS-11 LEVEL YOU MUST MEET THE FOLLOWING: SPECIALIZED EXPERIENCE: You must possess at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of the position and that is typically in or related to the work of the position to be filled. Qualifying specialized experience include purchasing and managing the financial aspects of all items procured; assisting with the management, presentation, formulation and maintenance of the internal budgetary systems which involves (related salary expenses, services, supplies, equipment, contracts and travel). (THIS EXPERIENCE MUST BE SUPPORTED BY YOUR RESUME TO BE CREDITABLE.) ~OR~ SUBSTITUTION OF EDUCATION FOR EXPERIENCE: You must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related, from an accredited college or university that is directly related to the position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the Program Specialist. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. (COPY OF TRANSCRIPTS ARE REQUIRED AT TIME OF APPLICATION) ~OR~ COMBINATION OF EXPERIENCE AND EDUCATION: You must possess equivalent combinations of successfully completed graduate level education (beyond the second year) and specialized experience, as described above, which may be used to meet total experience requirements for this grade level. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do the work of the Program Specialist position and must have been obtained in an accredited college or university.
