The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over non-supervisory employees assigned to the Directorate of Manpower, Personnel and Services. Responsibilities Plans, organizes, and directs the activities of the Directorate of Manpower, Personnel and Services, ensuring Air Combat Command compliance with legal and regulatory requirements while meeting customer needs. Develops goals and objectives that strategically align with Air Force and command level priorities. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignment in consideration of skills, qualifications, and mission requirements. Represents Directorate of Manpower, Personnel and Services with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with Headquarters Air Force; Manpower, Personnel and Services; other Air Combat Command directorates, additional directorate level organizations, Force Support Squadrons, various agencies across major commands, directorates, and installations level. Prepares the A1 Director and Deputy Director for high-visibility visits and engagements. Includes drafting Al related formal talking points for speeches/remarks for 4-Star level forums such as CORONA, Combat Air Forces (CAF) Mobility Air Forces (MAF) Conference. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes working with the direction of a major command level organization that provides direction, staff advice, and assistance to subordinate installations in the wide range of Manpower, Personnel and Services programs: total force development, assignments, education and training, military and civilian equal opportunity, promotions, personnel programs, readiness, personnel systems management, Services, resource structures within A1 portfolio, and manpower. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of Manpower, Personnel, and Services functions, management principles and organizational theory, operations, policies, procedures, and practices and the concepts, theories, and practices of the work performed in the A1 Directorate. 2. Knowledge of safety and security regulations, practices, and procedures. 3. Ability to plans, organizes, and directs the functions and staff of a small to medium sized organization. 4. Ability to communicate effectively, both orally and in writing. 5. Skill in using methods and techniques to develop and evaluate written materials, research and analyze concepts, identify problems and their root causes; gather pertinent data, identify solutions and prepare communication products. 6. Ability to gather facts and use effective, analytical, and evaluative methods to assess program operations, identify deficiencies, and make recommendations and decisions for enhancement /improvement / compliance. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
