The MassDOT Bridge Technical Review Unit is looking for a Bridge Technical Reviewer. This position will be responsible for the review of all bridge projects in the assigned District. This role will coordinate with the Utility Section, Railroads, Hydraulic Section, Geotechnical Section, Environmental Division, District, Project Management Section, Research & Materials, Construction Contracts Section, Construction Division, FHWA Bridge Division, and the Designer. This role oversees the review and approval of the bridge design process from the project scoping through advertisement and during construction. *About MassDOT Highway Headquarters Bridge Section & Technical Review Unit* The Headquarters Bridge Section is where driven, passionate, and enthusiastic individuals are responsible for design, operations and maintenance of bridges, tunnels, and other ancillary structures. The section works to ensure safe bridges and structures for public use in conformance with the state and federal regulations. The Technical Review Unit reports to the State Bridge Engineer and is involved on every bridge replacement and rehabilitation project. When you choose to join the team, you will be actively working on projects across the Commonwealth. *Position Summary* The Bridge Technical Reviewer will oversee the bridge design process for bridges in the assigned District meeting the bridge project delivery schedule time frames and ensure project competition in conformation with the Bridge Manual. They will be tasks with overseeing the process and following the project in design and construction. This position will also perform structural reviews of Chapter 85 projects led by other owners. *Duties and Responsibilities* * Responsible for all bridge projects in assigned District being processed by the Technical Review Unit. * Meet individual project delivery schedule time frames for the bridge component for each project as shown in the project schedule on ProjectInfo. * Oversee the review and approval of the bridge design process documents from the review and approval of the Preliminary Structure Report; review and approval of the Type Selection Worksheet; review and approval of the Sketch Plans; review and approval of the final PS&E (Plans, Specifications and Estimate) documents. * Coordinates with the Utility Section, Railroads, Hydraulic Section, Geotechnical Section, Environmental Division, District, Project Manager, Research & Materials, Construction Contracts Section, Construction Division, the FHWA Bridge Division, and the Consultant and any other involvement necessary to advertise the project and resolve design issues during the construction phase. * Processes RFI’s (Request for Information) during the bidding process of a bridge project and processing RFC’s (Request for Change) and RFI's once the project has been advertised. * Ensuring revisions to contract plans are made according to the Bridge Manual and the revisions are distributed appropriately. * Maintain and update the design status of bridge projects in both ProjectInfo and Bridge Inventory 4D databases for the assigned District. * Reviews and processes Consultant's extra work requests as they pertain to a bridge project. * Evaluates the Consultant performance during the Type Selection process, Sketch Plan preparation and PS&E phases of a project to be submitted to the A&E Board for future reference. * Completes design bridge data sheet in 4D once a project is advertised. * Reviews and processes all correspondence relating to bridge projects in the assigned District. * Serves as a member on a consultant selection and evaluation committee. * Manages Consultant contract for the structural review of Chapter 85 projects, traffic devices and utility permit installations. * Responsible for maintaining bridge files and plans including shop drawings electronically for the assigned District. * Requests BRIDGE/BIN numbers as required by a project in the assigned District. *Preferred Qualifications* * Knowledge of bridge analysis, design, and computer modeling techniques. * Knowledge of bridge materials of construction and specifications. * Knowledge of the MassDOT Bridge Manual, Project Development Design Guide, and other MassDOT design standards. * Knowledge of AASHTO LRFD Bridge Design Specifications. * Understanding bridge design criteria including design assumptions, analysis requirements, and acceptable practices related to bridge design and construction. * Familiarity with MassDOT procedures and policies. *This position is eligible for a five-thousand dollar ($5,000) signing bonus (“Signing Bonus”) if you are newly hired at MassDOT. Current MassDOT employees are not eligible for the Signing Bonus. The Signing Bonus will be paid in two parts: 1) $3,000 (less applicable taxes) included in the employee's first paycheck. 2) $2,000 (less applicable taxes) after the successful completion of the employee’s probationary period.* *About MassDOT* The 4,000 employees of Massachusetts Department of Transportation (MassDOT) take great pride in connecting the Commonwealth’s residents and communities. Applicants must have at least (A) six years of full-time, or equivalent part-time, technical or professional experience in civil engineering work in such areas as construction, survey, design, transportation, hydraulics, structural, sanitary, drafting, environmental, highway, architectural, airport, soils and materials, of which (B) at least four years must have been in a professional capacity, and (C) of which at least two years must have been in a supervisory capacity, or (D) any equivalent combination of the required experience, and the substitutions below. Substitutions I. An Associate's degree with a major in civil engineering**or civil engineering technology**may be substituted for a maximum of one year of the required (A) experience.* II. A Bachelor's degree with a major in civil engineering**or civil engineering technology**may be substituted for a maximum of two years of the required (A) experience.* III. A Graduate degree with a major in civil engineering**may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.* **NOTE: The terms civil engineering and civil engineering technology include related engineering disciplines, such as construction, survey, hydraulics, design, transportation, structural, soils, sanitary, environmental, drafting, highway, architectural, mining, airport and materials. *Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed. NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience. No substitutions will be permitted for the required (C) experience.
