    The mission of the Georgia Professional Standards Commission (GaPSC) is to build t he best prepared, best qualified, and most ethical workforce in the nation. The GaPSC sets and applies high standards for the preparation, certification, and continued licensing of Georgia public educators. The Educator Ethics Division of the Georgia Professional Standards Commission is authorized by law to investigate reports of specified criminal conduct, violations of professional or ethical codes of conduct, and violations of certain rules, regulations, and policies by school system educators. The Commission imposes disciplinary action or a denial of a certificate against an educator. In addition, the Commission is charged with adopting standards of performance and a code of ethics for educators. For additional information about PSC, please see www.gapsc.com .

     

    The Chief Investigator plays a vital leadership role in the Educator Ethics Division. This position supervises the investigative unit, assigns and monitors caseloads, conducts investigations, prepares monthly documents for Commission meetings, provides technical assistance, and represents the division in internal and external capacities where needed. This role also functions as the agency’s Safety Officer, responsible for risk management and emergency preparedness.

     

    Duties and Responsibilities

    Leadership

    • Serve as a member of the Ethics Management Team, helping to develop, implement, and evaluate plans to optimize workflow, staff organization, and task completion.

    • Supervise and support ethics investigators, monitoring progress and performance.

    + Supervise and support staff, where appropriate, to ensure alignment with division goals and standards.

    + Review all reports and deliverables for accuracy, clarity, and thoroughness.

    Investigation and Oversight

    • Assess incoming complaints and determine whether an investigation is warranted.

    • Assign investigations and ensure timely, accurate, and professional completion.

    • Guide investigators in preparing comprehensive reports including background, findings, and recommendations.

    • Work with the Attorney General’s Office to provide testimony in court hearings as required, and assist with the preparation of cases for prosecution.

    • Produce case management reports.

    • Conduct investigations and produce thorough and detailed reports of investigations.

    Outreach & Training

    • Provide consultative services to school systems and other education stakeholders.

    • Deliver presentations and workshops on the Code of Ethics for Educators and related topics.

    • Develop training materials that align with the Georgia Code of Ethics for Educators.

    • Stays abreast of all regulations, guidelines, and laws governing the Ethics Division and GaPSC, including those related to the Georgia Crime Information Center.

    Safety Officer Duties

    • Coordinate emergency response planning with Business Operations and external agencies.

    • Oversee risk assessments and ensure emergency equipment is available and functional.

    • Identify and assist staff requiring evacuation support and liaise with Georgia Building Authority and Capitol Police during emergencies.

    • Strong leadership and personnel management skills

    • Ability to prioritize tasks and allocate resources effectively

    • Sound judgment in assessing investigative needs and drawing conclusions

    • Skilled in both verbal and written communication

    • Comfortable presenting and training representative audiences

    • In-depth understanding of ethical, legal, and regulatory frameworks in education

    • Ability to collaborate with internal teams and represent the agency externally

    Preferred Qualifications

    • Bachelor’s degree in Law, Criminal Justice, or a related field

    • Minimum of five (5) years of experience supervising or managing criminal investigations within a law enforcement or agency

     

    Bachelor's degree in operations management, business administration, or a related field which includes four (4) years in a managerial or supervisory role; or eight (8) years of related professional experience which includes four (4) years in a managerial or supervisory role; or four (4) years of experience required at the lower level Mgr 2, Business Ops (GSM011) or position equivalent. Note: An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year.
