POSITION GENERAL SUMMARY:
Oversees all food, beverage, and alcohol operations for Expo Idaho, a premier fairgrounds and multi-use event venue owned by Ada County. This role includes budgeting, controlling cost of goods, developing and implementing policies and procedures, menu development, supply management, and the administration of software for food and beverage operations. Oversees Food Service Supervisor and other catering/concessions/kitchen positions, oversees Beverage Coordinator for all Expo Idaho events, including the Western Idaho Fair, and all duties related to alcohol service pertaining to Boise Professional Soccer facility.
DISTINGUISHING FEATURES OF THE CLASS:
This position performs varied moderately complex work under the direction of the Business Manager and according to pre-defined and established procedures.
Essential Functions
+ Oversees and coordinates concessions, catering, and other food and beverage services across assigned facilities, including the Expo Idaho Center grounds, Turf Club, and Boise Professional Soccer facility, ensuring that the organization's food and beverage programs meet the needs of the organization's customers;
+ Supervises personnel, assigns work, reviews and evaluates performance, counsels employees regarding programs, policies, and procedures, resolves employee complaints, takes disciplinary action, interviews and hires employees, tracks time, and coordinates vacation schedules;
+ Recruits, trains, schedules, and supervises part-time and temporary staff assigned to food and beverage operations; ensures staff are trained in food handling, cash management, and responsible alcohol service;
+ Administers alcohol sales and permitting processes to ensure compliance with all local, state, and federal alcohol laws for all alcohol service on the Expo Idaho property, including Boise Professional Soccer facility;
+ Plans and implements training programs for bar and kitchen staff, trains and coaches employees, conducts food service staff meetings and daily shift change briefings;
+ Coordinates banquets, catering, or other special events, including VIP or private functions;
+ Provides direct on-site supervision during large events, addressing service issues and ensuring smooth operations;
+ Takes inventory, orders and receives food, beverages, and supplies, and monitors budgets and profitability;
+ Ensures that all sanitation, health and safety, and alcohol regulations are met in regard to food, equipment, and supplies;
+ Serves as county liaison to third-party operators and vendors and monitors third-party compliance with health/safety regulations and customer service expectations;
+ Ensures compliance with the Idaho Central District Health Department Standards, overseeing the cleanliness of the facility kitchen, enforcing food safety standards, and keeping appropriate records;
+ Coordinates and oversees vendor and procurement-related processes for obtaining kitchen services, goods, and supplies, which includes: identifying appropriate vendors and maintaining vendor relations; ensuring orders and invoices are accurately submitted, received, and processed; requesting bids for kitchen equipment; troubleshooting supply chain or vendor performance issues to avoid disruption to meal service or budget impact, etc.;
+ Evaluates, establishes, and implements standard operating processes and procedures for safe and consistent flow of services;
+ Oversees inventory and related cost-control measures, supervises monthly inventory counts, maintains and reports on inventory data, tracks food and alcohol waste, and analyzes information for planning, compliance, and budgetary purposes for both the food and alcohol departments;
+ Prepares and presents financial reports, revenue and expense data, and performance metrics;
+ Ensures accurate point-of-sale systems, cash handling procedures, and daily reconciliations;
+ Assists in managing the Food and Beverage Services budget.
ADDITIONAL FUNCTIONS:
+ May perform essential functions of Food Service Supervisor or other beverage service positions as needed;
+ Performs related duties as required.
Job Requirements
+ High school diploma or equivalent required; Associate’s or Bachelor’s degree in hospitality management, business, or related field preferred;
+ Three (3) years of experience in food and beverage management, preferably in a multi-venue or event-based environment.
+ Previous supervisory experience preferred;
+ Attendance of Training Intervention Procedures (TIPS) and ability to obtain and maintain TIPS certification;
+ Ability to attend and successfully complete Alcohol Awareness Training;
+ Proficient in the use of POS systems, scheduling platforms, and basic office software (e.g., Excel, Outlook).
+ Knowledge of food safety standards, alcohol laws, and permitting requirements;
+ Knowledge of the principles and practices of supervision;
+ Knowledge of kitchen operations and menu planning;
+ Knowledge of standards for cleanliness and personal hygiene;
+ Knowledge of the principles and practices of purchasing food and supplies;
+ Skill in maintaining professional relations;
+ Skill in effective supervision of employees and temporary workers;
+ Skill in conflict resolution and problem solving;
+ Ability to develop and implement programs, policies, and procedures;
+ Ability to use sound judgment and initiative;
+ Ability to comply with county policies and procedures;
+ Ability to communicate effectively both verbally and in writing;
+ Ability to supervise, communicate with, and motivate employees and others;
+ Ability to organize and plan schedules and menus;
+ Ability to keep records and balance financial reports;
+ Ability to compile information and create reports;
+ Ability to make cost effective purchases;
+ Ability to establish and maintain cooperative working relationships with staff, management, clients, and third parties;
+ Ability to maintain best practices in the food service industry.
OTHER REQUIREMENTS:
+ The incumbent of this position must conform to all health and sanitation regulations;
+ This position has been designated safety sensitive and therefore the incumbent is subject to random drug testing.
Work Environment & Physical Demands
+ Work is performed in an office, kitchen, and indoor/outdoor event environments, and employee in this class is subject to indoor and outdoor environmental conditions;
+ Must be able to work flexible hours, including evenings, weekends, and holidays, based on event scheduling;
+ May be lift up to 50 lbs.;
+ Requires sufficient personal mobility and physical reflexes which permits employee to function in a general office environment and navigate between facilities to accomplish tasks;
+ Exposure to kitchen and concession areas, noise, and large crowds during events.
