    We are seeking a talented professional Advisory Liaison Officer to provide acquisition and technical Subject Matter Expert (SME) support to the Program Manager for Special Operations Forces, Lethality (PM-SL) within the Program Executive Office – SOF Warrior (PEO-SW). In this position, you will support meeting cost, schedule, and performance requirements in the day-to-day operations of PEO SOF Warrior Ammo acquisition programs/projects. Your specific focus will include the following areas: requirements development, operational management, spend plan tracking, munitions technical advice, and analytic support to provide programmatic, financial, logistical, and testing guidance based on Federal Acquisition Regulations, DoW, and USSOCOM directives.

    Responsibilities

    + Plans, organizes, leads, and carries out large or complex acquisition projects under the direction of the PM-SL Ammunition Acquisition Program Manager (APM).

    + Assumes responsibility for overall project governance and direction and recommends course corrections as needed.

    + Focuses on program and projects monitoring, control, team integration, change integration, and corrective action as needed.

    + Maintains awareness of all USSOCOM component munitions requirements and advises/assists with requirements generation.

    + Ensures the application of DAWIA and PMI standards in managing programs and projects.

    + Maximizes cost, schedule, and performance outcomes for all stakeholders through collaboration and project management tenets.

    + Provides analysis of systems and other such activities, which may include modeling and simulation, to determine the trade-offs (examples), capability gaps, requirements, technology development, engineering, risk, cost, sustainment, test and evaluation, maintenance, and scheduling.

    + Defines and drives project deliverables and sees them to completion.

    + Manages and monitors all elements of assigned program activities from inception to completion, including solution design, procurement, delivery, quality control, and acceptance of products.

    + Develops Acquisition Documents that can be used throughout a Program Lifecycle.

    + Collaborates with the acquisition team to ensure all phases of the life-cycle are considered and appropriately managed in accordance with SOF AT&L and the component Commander’s priorities.

    + Assists with Program Objective Memorandum (POM) and budget development, monitors execution, and track changes and impacts.

    + Facilitates acquisition activities and coordination between USSOCOM, Component Commands, acquisition support activities, logistics centers, and industry partners.

    + Assists with all program review, budget review, and milestone decision documentation.

    + Provides expert advice as the Subject Matter Expert (SME) for small caliber weapons and munitions, Demolitions, Breaching, shoulder-launched, and air-delivered munitions.

    Education/Qualifications

    Required:

    + Must be a U. S. Citizen with an active U.S. Dept. of Defense TS/SCI security clearance.

    + Bachelor's degree.

    + Work equivalent experience will be considered.

    + 4+ years of experience with SOF requirements development, acquisition program management, force modernization, or DoD capability development.

    + 5+ years of experience with acquisition and logistics related to deployed forces supporting contingency operations.

    + 10+ years of combat systems employment at the tactical/operational level, to include leading and training Special Operations Forces (SOF) units.

    + Thorough knowledge of USSOCOM policies and procedures.

    + Detailed understanding of Special Operations Forces (SOF) equipment, such as munitions, demolitions, handguns, assault rifles, sniper rifles, machine guns, and shoulder-launched weapon systems:

    + Hands-on experience using and developing SOF explosives, firing devices, breaching capabilities, and all types of grenades.

    + Hands-on experience with Shoulder Launched systems: Able to articulate concepts of employment of Recoilless and Disposable Shoulder-launched systems.

    + Hands-on experience with SOF peculiar and Service Common small caliber weapons and ammunition, as well as extensive knowledge of similar foreign capabilities.

    + Either demonstrated superior technical skills or exceptional management skills.

    + Proficiency in Microsoft Office tools (Word, Excel, Project, PowerPoint, etc.) is required.

    Preferred:

    + Experience with indirect fire weapons, precision strike weapons, visual augmentation systems, and lasers is highly desirable.

    + Experience with Defense Acquisition System (DAS), Joint Capability Integration and Development System (JCIDS), Planning, Programming, Budgeting, and Execution System (PPBES).

    + Capable of authoring, reviewing, and adjudicating requirements and PPBE-related documentation, including Capability Development Documents (CDD), Capability Based Assessments (CBA), Program Objective Memorandum (POM) inputs, budgeting execution support materials, and contracting support documents.

    + SOFCIDS/SOCREB process experience.

    + Experience collaborating with the Irregular Warfare Technical Support Directorate (IWTSD), now called Combat Development and Innovation (CD&I), to transition developmental projects to programs of record.

    + Experience as a Master Breacher within a major military command or other government agency.

    + Extensive knowledge and use of precision and maneuver fires, as well as the application of suppression and signature on target capabilities.

    + DAWIA level I in Program Management, PMP, or equivalent experience.
