Division of Facilities Management - Southern District
The Division of Facilities Management is a customer-driven support organization responsible for providing facilities management services to all CDHS agencies and offices. These services include the maintenance of building and grounds, custodial, capital construction (budgeting and contract management), utilities management, vehicle fleet management, building space leasing allocation, and facilities planning services. This is accomplished through a centralized statewide team that is divided into three districts and a central office. By combining our expert professional extensive facilities knowledge and strong commitment to reliable, responsive service, we enable our clients to achieve consistently high-performance facilities, and long-term value.
Facilities served: Department of Human Services (DHS), Colorado Mental Health Hospital in Pueblo (CMHHIP), Pueblo Regional Centers (PRC), Department of Corrections (DOC) and the Division of Youth Services (Zeb Pike, Spring Creek and Pueblo Youth Services Center.) Total facilities served are approximately 1.6 million sq. ft. at multiple sites within the Southern Region.

This position is directly responsible for the supervision of the Southern District Electronics staff which provides services to CMHHIP, DHS , DYS , PRC and DOC facilities. Services include maintaining all facility systems in a complete and thorough journeyman like manner, using proper procedures, tools, and equipment.
Duties
Supervision:
+ Supervise the routine and preventative maintenance for the Electronics Department staff and systems.
+ Electronic systems include but not limited to repairing highly complex safety and security alarm systems, electronic door control systems, fire alarm systems (Simplex and Siemens), fiber optic communication systems, programmable logic control systems, building automation control systems, emergency power generation systems, building communication systems, variable motor controls, radio paging systems, closed circuit TV security systems, CATV and MATV systems and computer systems.
+ Schedules staff work assignments, assigns project work, and sets work expectations to provide the highest levels of customer service.
+ Responsible for obtaining Department staff for after-hour, weekend, holiday, etc. to perform call back maintenance work as needed to meet all customer needs.
+ Verifies and analyzes daily and monthly labor requirements.
+ Develops productivity goals and monitors staff productivity.
+ Accurately track departments indirect and direct labor distributions and ongoing productivity analysis in accordance with regulatory and departmental expectations/standards.
+ The supervisor develops, implements, and evaluates employee performance through the PMP process interim reviews, and final performance evaluations.
+ Responsible for all staff performance issues.
+ Through delegation of authority conduct corrective actions and consultations to resolve performance issues, participate in hiring processes, and disciplinary processes.
+ Interview and hire employees.
+ Generates routine work orders for fulfilling customer’s needs.
+ Assure that all customer service requests are completed in a timely manner.
+ Maintain accuracy of all fixed and physical plant electronic inventories within the Maximo management system.
+ Measures daily performance of staff and implements improvement strategies.
+ Plans training of employees to maintain standards of the industry, including all safety aspects of job assignments.
+ Procures supplies and materials.
+ Plans material requirements for maintenance activities.
+ Reviews warehoused material inventory, shop inventory and truck inventories.
+ Prepares job assignments from sketches, shop drawings and complex blueprints and from work order requirements.
+ Coordinates the work as it progresses to ensure compliance with the design and proper sequence of construction.
+ Inspects and instructs as the work progresses to ensure quality workmanship.
+ Is actively involved in the startup and commissioning of new installations.
+ Leads investigation of major problems, such as loss of water in a large-scale network of supply piping or loss of condensate.
Budget Management:
+ Manage multiple unit maintenance budget allocations per fiscal year.
+ Assure inventory management maintains adequate stocking inventory and supplies needed for specific maintenance services and functions.
+ Manage budget variances by allocation and collaborate with DFM-SD Budget manager to adjust budget values based upon ongoing and projected expense rates.
+ Research different supplies and equipment from vendors to procure at the lowest cost.
+ Develop capital outlay requests for the planned replacement and purchase of critical physical plant needs. Maintains and manages budget resources and procurement card transactions.
+ Position is involved in the preparation, presentation, and justification of budgets.
Contract Management:
+ Coordinates and inspects contract work.
+ Ensures compliance with building plans, specifications, codes, and regulations.
+ Coordinates journeyman building trades employees in evaluating the condition and requirements for facilities at this institution and other agencies.
+ Leads a team in making final inspection of contract work for acceptance.
+ Manage and monitor vendor contracts for electronic systems.
+ Ensure that contract vendors are delivering the services as per the executed state contract in force.
+ Provide specifications for each contracted services when they become due to rebidding at various intervals.
Operational Support:
+ Generates routine work orders for fulfilling customer’s needs.
+ Assure that all customer service requests are completed in a timely manner.
+ Maintain accuracy of all electronic equipment and responsibilities as related to the Maximo management system.
+ Contact vendors to order parts and find obsolete part replacements.
+ Coordinates and inspects contract work.
+ Ensures compliance with building plans, specifications, codes, and regulations.
+ Coordinates journeyman building trades employees in evaluating the condition and requirements for facilities at this institution and other agencies.
+ Leads a team in making final inspection of contract work for acceptance.
+ Provide technical expertise to management, staff, customers, and other state agencies in the design, purchase, training and maintenance of electronic equipment and systems.
+ Make detailed cost estimates for equipment fabrication, repair and installation projects including determining which parts, materials, and supplies to use.
Additional Duties:
+ Assist / coordinate with other trades in troubleshooting of systems on campus.
+ Research, study, investigate technical literature, query vendors to stay abreast of new developments and upgrade electronic systems.
+ Decide when and which upgrades are in the best interest of the State and recommend upgrades to upper management.
+ Perform routine and scheduled snow removal.
+ Also apply ice melt as needed.
+ Making sure work is done properly and to a high standard of excellence.
+ Performs other duties as assigned.
+ Travels to other Districts and to Southern Districts Facilities in a state vehicle
This is a full-time, exempt, in-person, critical position located in Pueblo, CO working for the Southern District Division of Facilities Management (DFM).
Critical Positions. Positions departments determine as critical to their operations. Employees in critical positions can be FLSA exempt or nonexempt and can be expected to work and/or remain at their worksite in delayed start, early release, or closure situations.
This position ensures their department responds to all callbacks in a timely manner. Call Back applies when an eligible employee is required to report to work before the start or after the end of a scheduled shift.

Minimum Qualifications:
Experience Only:
Applicants must have four years of experience installing, repairing, maintaining, troubleshooting electronic equipment to include a combination of security electronics, cameras, card access, building automation, fire alarm systems, electronic locks, etc.
Education and Experience:
A combination of related education and/or experience as described in the minimum qualifications equal to four (4) years. In order to utilize this substitution as it relates to education, you must attach a copy of your transcripts/apprenticeship to this job application. Your unofficial transcripts/certification of completion must include your name, college/school name, type of degree/certification received and date the degree/certification was received/conferred.

Conditions of Employment:
+ This position requires State of Colorado residency at the time of application and residency within the state throughout the duration of employment in this position.

+ Travel – This position will be required to drive State Vehicles as part of daily work assignment from site to site equipped with tools and equipment to perform daily duties. May be required to travel to training and meetings.
+ Must be willing to receive an annual influenza vaccination or provide a document for a medical exemption or a letter for religious exemption.
+ Must successfully pass a Tuberculosis (TB) test.
+ Must be available for call back to perform essential and/or emergency services without delay and/or without interruption.
+ Will be required to work outside of normal business hours due to emergencies, weather, etc.
+ Use, Handling, or Exposure to hazardous materials – Explain: Proximity to moving, mechanical parts, Exposure to toxic or caustic chemicals., Exposure to electrical shock, and or working in highly exposed places.

CDHS Selection Process
Employment history is calculated on a full-time basis (40/hours per week). Part-time employment is calculated on a prorated basis to determine qualifications.
