Job Announcement
Serves as the backup Fairfax County Public Library (FCPL) point of contact for facility-related matters and the agency's secondary liaison to Facilities Management, Risk Management, Capital Facilities, Stormwater Management, Purchasing and Supply Management and Information Technology in relation to facilities. Coordinates with the facilities supervisor for the oversight to repair and maintenance of 22 library branches, Technical Operations Center, Access Services and Administration offices. Under general supervision, performs professional and technical analyses of discrete project and program segments including scopes, costs, submission of work orders and follow-up. Researches and responds to citizen and staff inquiries regarding buildings and safety through coordination with partner agencies. Tracks and monitors all facility-related issues involving the library system. Provides onboarding and regular training to library staff on subjects including facilities maintenance, risk management and security procedures. Relays critical operating status updates to library leadership. Performs other duties as may be assigned to further the goals and objectives of FCPL.

Annual Rate: The selected applicant's starting annual rate will be in the minimum to midpoint range of $68,774.37 to $91,699.71 not to exceed the mid-point of the advertised compensation range (Compensation rules apply per County personnel regulations for current Fairfax County Government and Fairfax County Public Schools employees).
Schedule: Occasional overtime may be required.

Illustrative Duties

+ Serves as a departmental point of contact to the Facilities Management Department, the Department of Public Works and Environmental Services, County Security, and other departments;
+ Communicates daily with a wide variety of stakeholders, County leaders, professional consultants, and vendors;
+ Prioritizes requests for service;
+ Monitors and tracks all facility requests from submission to completion;
+ Responds to inquiries about work orders, and projects;
+ Directs facilities-related projects;
+ Reviews project development plans for compliance with building and construction codes, regulations, and standards for the State of Virginia, the County of Fairfax and departmental standards;
+ Oversees and manages office renovations and reconfigurations for the department that require technical expertise in various facility trades;
+ Coordinates with the Facilities Management Department, Department of Information Technology, contractors and consultants to complete projects on time and within budget;
+ Assists with tracking space planning documents and seating assignments;
+ Ensures satisfactory working environment for department employees including workspace, telephone, computer and software access, mail delivery, and office supplies;
+ Performs analysis to determine life cycles for purchase and replacements of equipment;
+ Provides input for the design and construction of new facilities and renovation of existing facilities;
+ Provides cost analysis for review and approval as needed;
+ Collects unit stats and prepare monthly reports for management and agency leadership;
+ Provides weekly and monthly analysis and prepares reports packages for unit and agency leadership, tracking various unit process indicators;
+ Prepares letters, memoranda, reports, and other written documents as required for review by the supervisor;
+ Conducts and coordinates training for unit processes to meet agency-specific needs and mandated requirements;
+ Coordinates facilities-related ADA Reasonable Accommodation requests.
Required Knowledge Skills and Abilities

+ Thorough knowledge of the principles, practices, and techniques of property management (e.g., ground maintenance, custodial services, lawn care standards, systems/equipment maintenance, etc.);
+ Knowledge of and the ability to identify occupational hazards and proper safety precautions pertaining to building cleaning and related service operations;
+ Thorough knowledge of the principles, practices, and methods of maintenance contract management;
+ Knowledge of contract administration and procurement processes;
+ Knowledge of appropriate maintenance principles, practices, materials, and equipment;
+ Knowledge of necessary safety precautions;
+ Ability to plan, organize, and implement work assignments and work independently on projects;
+ Ability to assess situations and reach sound conclusions and recommendations through analysis of information and data;
+ Ability to deal tactfully and equitably with people;
+ Ability to plan and direct the program of the section to which assigned;
+ Ability to use sound judgment in making independent decisions;
+ Ability to maintain effective relationships with the public and employees;
+ Ability to communicate effectively, both orally and in writing;

MINIMUM QUALIFICATIONS:

Graduation from an accredited college or university with a bachelor's degree in planning, architecture, engineering, public or business administration or a closely related field: plus, two years of experience in performing building maintenance, repair and/or construction, or in managing residential or facilities development projects.
CERTIFICATES AND LICENSES REQUIRED:
Valid driver's license.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a driving record check to the satisfaction of the employer.
PREFERRED QUALIFICATIONS:
+ Two or more years of experience in facilities management, including:
+ Coordinating and overseeing facility maintenance and repairs.
+ Managing multi-scale office renovations and new construction projects.
+ Conducting facility and building inspections to ensure workplace safety compliance.
+ Reading and interpreting blueprints.
+ Experience in planning and delivering group training sessions.
+ Experience using Microsoft Excel and Word to prepare reports.
+ Experience presenting information to department leadership.
+ Strong customer service background.
PHYSICAL REQUIREMENTS:
Ability to lift up to 25 lbs. Physical requirements are applicable to all duties. Ability to input, access and retrieve information from a computer. Ability to operate a motor vehicle. Ability to travel to various locations throughout Fairfax County. Incumbent must be able to communicate clearly with others. All duties performed with or without reasonable accommodations.
