The primary purpose of this position is: to serve as Chief, Special Plans and Programs Branch within the J5 CWMD Division. The Special Plans and Programs Branch serves as the HQ USCENTCOM Office of Primary Responsibility (OPR) for all CWMD Plans issues which include strategic contingency plans, and derivative strategic theater guidance. Responsibilities Oversee the activities of the Countering Weapons of Mass Destruction (CWMD) Plans Branch Coordinates CWMD strategy, plans, policy, and program requirements, and OAI within HQ USCENTCOM. Represents HQ USCENTCOM to other Combatant Commands, the Joint Staff, the Office of the Secretary of Defense, the Military Services, DTRA, the DIA, International partners Military and non-military ministries and other US government agencies, to include the CIA, DoE, DoD, and DHS. Participates in interagency CWMD Communities of Interest making recommendations to improve CWMD plans and programs. Exercises supervisory personnel management responsibilities. Requirements Conditions of Employment Qualifications Conditions of Employment Continued: This position is emergency-essential (EE). The incumbent of this position must meet all requirements of E-E positions and may be required as a condition of employment to take a series of vaccinations and annual boosters to immunize against anthrax and other diseases. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the E-E duties until relieved by proper authority. The incumbent or designated alternate may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an E-E position and requires the incumbent, or designated alternate, to be removed from any military recall status. While deployed to an overseas location, the E-E duties require the incumbent to be issued and carry a firearm; operate a government vehicle during specific authorized situations, and to wear a gas mask and chemical protection gear. Incumbent must obtain and maintain firearms qualification. Incumbent is required to wear the approved Department of Defense (DOD) civilian uniform while deployed. Some of USCENTCOM's AOR has been considered "war zone" hazardous duty. Position is subject to recall during off-shift hours seven days a week, twenty-four hours a day. Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent (may have been obtained in the federal service, military, or public sector). Example of specialized experience includes knowledge of DOD strategic guidance and policy affecting CWMD plans, strategy, policy, programming, and current operations, actions and activities; knowledge of CWMD-related plans and policies and the sequence and timing of key CWMD planning events, milestones, and methods of evaluating the effectiveness of planning actions as related to actual events; knowledge of the relationship of various HQ USCENTCOM, DOD, Interagency (e.g. Department of State, Department of Homeland Security, Department of Energy, Central Intelligence Agency, etc.), and International entities involved in overall planning and execution of US Government and military operations and evaluations; in-depth knowledge of the Adaptive Planning and Execution System (formerly known as the Joint Operational Planning and Execution System or JOPES) and chemical, biological, radiological and nuclear materials, threats, proliferation, and response. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of DOD strategic guidance and policy affecting CWMD plans, strategy, policy, programming, and current operations, actions and activities. 2. Knowledge of CWMD-related plans and policies and the sequence and timing of key CWMD planning events, milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. 3. Knowledge of the relationship of various HQ USCENTCOM, DOD, Interagency (e.g. Department of State, Department of Homeland Security, Department of Energy, Central Intelligence Agency, etc.), and International entities involved in overall planning and execution of US Government and military operations and evaluations. 4. In-depth knowledge of the Adaptive Planning and Execution System (formerly known as the Joint Operational Planning and Execution System or JOPES) and chemical, biological, radiological and nuclear materials, threats, proliferation, and response. 5. Ability to discuss and/or negotiate complex issues with high-ranking US and foreign military officers as well as Interagency, DOD, and HQ USCENTCOM representatives and maintain good working relations. 6. Ability to lead and manage civilian/military/contractor personnel in accomplishing the HQ USCENTCOM CWMD planning responsibilities. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
