Minnesota Management and Budget (MMB) is seeking a Senior Planning Fellow to lead and execute a Multisector Healthy Aging Project on the Long-Range Planning Team. Working closely with the Director of Healthy Aging, this temporary position plays a critical role in advancing a complex multi-agency initiative: Developing and delivering a statewide Multisector Healthy Aging Plan, with a focus on implementation, due to the Minnesota Legislature by April 2027.
As day-to-day project manager and interagency point person, the Senior Planning Fellow will coordinate and drive action across agencies, sectors, and stakeholder groups. This role is responsible for conducting and coordinating planning activities, developing implementation strategies and timelines, coordinating resources, and building and maintaining relationships. The work requires using technical and subject-matter expertise, project management and analytical skills, communication, and consensus-building skills to guide project success.
Job duties for this position include:
+ Coordinate planning and implementation efforts for a project to support vibrant and healthy aging
+ Perform day-to-day activities for the Healthy Aging project
+ Develop and execute the vision for the technical and analytical work needed to advance planning and implementation efforts, such as visioning, scenario planning, demographic modeling, economic analysis, etc.
+ Coordinate and contribute to the development of project products and outputs and communication of those products and outputs
+ Assemble and coordinate working groups of state leaders and staff, as well as external advisors, to advance planning and implementation efforts
Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) options for this position are dependent on where the employee lives. With approval, employees that live within 50 miles from the primary work location may telework up to 50%. Employees that live 50 miles or more from the primary location **and live in Minnesota** may telework more than 50% with approval.

+ Four (4) years of experience leading or coordinating complex, multi-agency projects related to public policy or program implementation.
Experience must include:
+ Demonstrated experience in the areas of Healthy Aging (e.g. policy, initiatives, and services) that impact healthy vibrant aging across the lifespan.
+ Demonstrated project and stakeholder management experience, including the ability to organize and execute work based on project goals, prioritize amidst competing interests, and effectively engage a variety of stakeholders to advance the work
+ Communication skills sufficient to convey complex and intricate technical information to technical and non-technical audiences in a professional and respectful manner
+ Interpersonal skills sufficient to work and collaborate with senior leaders to accomplish objectives and gain consensus on key priorities
+ Ability to navigate ambiguity and operate under minimal direction, including proactively anticipating barriers and adapting to overcome challenges
+ Demonstrated respect for diversity and a deep commitment to fostering an inclusive and collaborative work environment.
A bachelor’s degree in public policy, public administration, public health, public affairs, planning, economics, political science, sociology, human services, or a related field may substitute for one (1) year of experience. A Master’s degree substitutes for eighteen (18) months of experience; PhD substitutes for twenty-four (24) months of experience.

+ Advanced degree or certificate in public policy, public administration, public health, urban planning, economics, geography, environmental sciences, journalism, law, engineering or a related field.
+ Lived experience relevant for the work to improve the lives of older Minnesotans. For example, personal, family, or community experiences related to healthy aging services.
+ Strong facilitation skills, including the ability to guide diverse groups through complex discussions and balance competing viewpoints to move teams toward shared understanding and actionable outcomes.
+ Experience with public sector organizations, including policy development and program implementation. Knowledge of Minnesota’s legislative process, state policies, procedures and practices, and research institution landscape.
