    Position Description

    As part of the City of Minneapolis Performance Management & Innovation Department, the Program Manager will work in partnership with existing City staff and other stakeholders to identify areas where our public services can be improved and develop innovative solutions. The Performance Management & Innovation Department helps the City innovate and transform lives. Working with residents, City departments, elected officials, organizations, community partners, businesses and stakeholders, we push for bold new ideas and create a culture of data-driven, community-centered service delivery in Minneapolis. An in-house consulting team that helps the City of Minneapolis address complex and pressing challenges, our collaborative approach advances innovation and moves the dial on equity and resilience by:

     

    + Carefully exploring the issue and its unique challenges.

    + Understanding what has worked before and what others are doing successfully.

    + Leveraging techniques that generate new, relevant ideas.

    + Providing structured project management to drive outcomes.

    In this position, you’ll work in an environment where ambiguity is the norm and exploration is essential, because the problems we tackle rarely come with clear answers.     Work Location – This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office.

    Job Duties and Responsibilities

     

    + Manage and work collaboratively with project work teams drafting the project scope, scheduling meetings and tasks and facilitating the discussion on the issues, reaching consensus and developing a report or presentation.

    + Manage and facilitate projects aimed at increasing efficiencies and identifying innovation opportunities in City services.

    + Monitor and analyze program benchmarks using an analytical framework to show the impact and outcome of projects.

    + Coordinate assistance to management in researching, planning and developing policies, procedures and service redesigns to ensure continuous improvement and equitable City services.

    + Coordinate primary and secondary research efforts, including best practice studies, literature searches and survey work to provide continued optimization of efficiency and effectiveness in operations and programs.

    + Chair and participate in projects to enhance City and department service to citizens.

    + Communicate progress to all relevant stakeholders, both in written and oral forms

    + Sharing strategic framework and best practices for innovation throughout the enterprise.

    + Manage and maintain strong relationships with a broad set of stakeholders, including senior government officials and other stakeholders of City services.

    + Coordinate with other applicable departments in providing advice to project work teams on proven and innovative methodologies to engage the community.

    Required Qualifications

    Minimum Qualifications:

    Bachelor's Degree business, economics, public administration, social science, social work or in a closely related field

    Minimum Experience:

    Two years of related experience that includes project and program management preferably in a complex, political environment, supervisory experience, and community outreach with diverse communities

    Equivalency:

    An equivalent combination of education and experience closely related to the duties of the position MAY be considered.

    Selection Process:

    The selection process will consist of one or more of the following steps:a rating of relevant education and experience (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score(70%)on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.

    The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title.     Eligible List Statement:

    The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire 1 month after it has been established.

    Eligibility for benefits begins the first of the month following employment date.     Paid time off
