    Position Description

    As part of the City of Minneapolis Performance Management and Innovation department, The Senior Project Manager is a point of contact for the City’s projects. Working on establishing and maintaining processes for managing scope during the project lifecycle. Determining project scope, objectives, and deliverables, setting quality and performance standards, and assessing risk.

    Work Location:

    This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office.

    Job Duties and Responsibilities

     

    + Develop procedures and manage staff to ensure efficient work efforts and quality output

    + Coordinate Risk Management activities, monitor project contingency, review and approve all changes, and ensure compliance with city and state retention requirements for program-related documents.

    + Oversee professional contracts, from preparing proposals to negotiating and finalizing contracts and amendments. Review all invoices before payment.

    + Prepare and deliver presentations to various groups, citizens, elected officials, and staff. Act as a liaison for project/program activities.

    + Manage the project budget, ensuring appropriate allocation, monitoring expenditures, and preparing periodic reports. Develop and administer budgets and contracts.

    + Supervise and participate in developing proposals, technical assistance, rule revisions, ordinances, and formal documentation for review and approval by elected officials and governing bodies.

    + Oversee financial operations, initiate/participate in actions for core financial processes, and administer long-term financial plans and multi-million dollar operating and capital budgets.

    + Provide staff supervision to ensure the quality and efficiency of work efforts.

    WORKING CONDITIONS:

    Regular Indoor Office Setting.

    Required Qualifications

    Minimum Education:

    Bachelor’s Degree in Project Management, Public Administration, Business Administration, Political Science, Planning, and Nonprofit Management.

    Minimum Experience:

    Six to ten years of related experience, including three years of project management or supervisory experience.

    Equivalency:

    An equivalent combination of education and experience closely related to the duties of the position MAY be considered.

    Selection Process:

    The selection process will consist of one or more of the following steps:a rating of relevant education and experience (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. Only those candidates who attain a passing score(70%)on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.

    The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title.     Eligible List Statement:

    The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire one month after it has been established.

If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate’s education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.

    1. Considerable knowledge of governmental regulations, policies, and procedures.

    2. Strong knowledge of modern supervisory techniques with the ability to delegate tasks and assignments.

    3. Strong knowledge of budgeting, contract law, and managerial accounting.

    4. Good project management skills, including budgeting and evaluating financing alternatives.

    5. Excellent interpersonal and public relations skills.

    6. Ability to communicate complex issues effectively, both verbally and in writing, including the skill to make presentations and facilitate discussions.

    7. Strong research and analytical skills. Leadership skills with the ability to manage multiple projects and activities.

    8. Experience and skill in strategic and tactical planning.

    9. Ability to recruit competent personnel, train them effectively and supervise personnel for efficient performance and high morale.

    10. Knowledge of project management best practices, methodologies, success factors, tools, and techniques.

    11. Knowledge of computer software and information systems used to facilitate program management.

    12. Ability to develop long-range plans and implement innovative processes and procedures to achieve goals.

    Health insurance

    Eligibility for benefits begins the first of the month following employment date.     Paid time off
