Job Description
The Human Resources Administration (HRA) is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. As the largest local social services agency in the country, HRA helps more than three million New Yorkers annually through the administration of more than 15 major public assistance programs.
Under general direction of the Executive Director in HRA's Office of Supportive Housing and Specialized Services the Director of Coordinated Entry is responsible for overseeing the project management and research related activities that inform the development, implementation, ongoing enhancement, and evaluation of a coordinated assessment and placement system. This system is required to meet the Federal requirements to ensure that districts utilize an accessible, universal coordinated system so that prioritized homeless clients are referred to the appropriate housing programs, the most vulnerable clients are given priority and that all activities ensure the timely placement of clients into housing programs that provide the necessary services for client success.
The Human Resources Administration (HRA) is recruiting for one (1) City Research Scientist IV to function as the Director of Coordinated Entry, who will:
- Serve as the HRA project director to ensure the development and implementation of Coordinated Entry (including DV Coordinated Entry) that meets Federal requirements. This includes interfacing with the Continuum of Care Coordinated Assessment and Placement System Committee, other HRA Departments, governmental agencies, advocacy groups, service providers and clients. Program lead on strategy and methodology for research areas of focus required to support improvements to agency changes in service delivery.
- Coordinate with administrators, managers and staff at Federal, State and City agencies, advocacy groups, and community-based organizations to collect information that will inform his/her research activities regarding homeless assessment and placement strategies, conduct research and data-related activities and to prepare and present research findings. Oversight of Coordinate Entry (CE) reports and research briefings for HRA leadership, Senior Executive staff to inform recommendations and ensure programmatic initiatives are evidence based for continuous improvement of services, especially as CE activities support implementation of the Mayor’s Program and Policy initiatives.
- Supervise staff in the verification of placement data, evaluating and researching housing program and rental assistance eligibility criteria, data inputs from multiple systems, client level data and criteria used to determine eligibility. Ensuring data quality management by staff is the core element of data reporting integrity and to inform improvements needed in the data collection and verification process.
- Strong collaboration with Senior Research Analyst in data-analytic work product for the timely dissemination of reports to ensure performance standards are met in data collection, statistical analysis, presentations, and programmatic evaluation.
- Oversee all reporting needs for Coordinated Entry process related to Coordinated Assessment and Placement System (CAPS), including Federal reporting to HUD using SAGE to comply with Annual Performance Report (APR).
- Evaluation and monitoring of the Vulnerability Index (utilizes data from multiple and complex electronic medical record systems) that serve as a tool to assess the severity of a homeless individual or families need so that they are appropriately prioritized for referral to supportive housing. The Vulnerability Index is required to be periodically evaluated for effectiveness and to establish it as an evidence-based assessment tool.
- Perform literature and data reviews to evaluate the validity and reliability of prior studies and reports and to use as a guide in formulating research questions and the methodology to be employed in future research studies and reports.
- Develop and monitor reporting mechanisms and the exchange of information with stakeholders by analyzing statistical data to identify areas of optimal system functioning so that successful models/processes may be replicated, and deficiencies found are corrected. Directs staff in the preparation of policy analysis and comments on federal and state legislation for changes to public policy and its impact to Agency integrity initiatives or policies.
- Work in consultation with the Office of Research and Policy Innovation and the Agency ITS in the selection of appropriate criteria and research techniques to assist in the development of proper integrity plans, designs and selection of research studies. Manage the technical aspects of analytics, including geospatial analysis, data science and statistical methodologies, risk regression models, and quantitative research to support policy and budget planning decisions. Develop indicators that measure global integrity best practices and thresholds for program development.

Qualifications
1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Appointments to this position are subject to a minimum probationary period of one year.

Salary Min: $109,565.00
Salary Max: $142,112.00
