    Job Description

    THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $98,140.00 - $107,954.00

     

    THIS POSITION IS ONLY OPEN TO CANDIDATES WHO ARE PERMANENT (NOT PROVISIONAL) IN THE CIVIL SERVICE TITLE ADMINISTRATIVE STAFF ANALYST.

     

    The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community.

     

    The Division of Administration provides a wide range of support services throughout ACS to ensure all Divisions receive adequate and efficient support services to carry out their respective missions. The Division of Administration (Admin) employs approximately 463 public employees. Admin manages a Personnel Services (PS) Budget of approximately $29M and an Other Than Personnel Services (OTPS) Budget (OTPS) of $140M. It provides services including building maintenance, real estate, design, construction management, facilities and custodial services, occupational safety and health, operational support, security, transportation, and print production.

     

    The Office of the Chief Operating Officer (COO) provides high-level administrative and analytical operational support to the Division of Administration. The Office of the COO is responsible for supporting the development and implementation of short-term plans and long-term organizational strategies for the Division, factoring in all projects and plans approved by the Deputy Commissioner. The Office manages the $75M Other Than Personnel Services (OTPS) Budget for all Divisional contracts and finances for the Division to effectively manage contracts and deliver operational goods and services.

    What we’re looking for:

    Reporting to the Executive Director for Financial and Contract Administration within the COO's Office, the Senior Analyst will be primarily responsible for four major functions: Data Management, Project Management, Process Improvement, and Specification Writing. The Selected candidate must have the ability to conduct complex statistical analysis and develop detailed reports, charts and graphs based on various mathematical models; and have the ability to independently perform related work of a highly complex, technical nature; producing and maintaining detailed documentation.

    Data Management:

    Developing and managing reporting tools to improve procurement and financial tracking and planning within the COO's Office. Coordinating with units within the division, at regular intervals, to compile and analyze procurement and financial data, and identify trends and issues. Developing and managing dashboards and other monitoring tools for tracking and executive reporting of procurement and financial data. Must have experience in building and maintaining complex reports, charts and graphs.

    Process Improvement/Performance Management:

    Developing and using work aids/guides/manuals, such as process description, checklists, templates, guides to assist the units within the COO Office to implement defined processes; Developing solutions to organizational issues and concerns and developing organized change strategies; Establishing and documenting processes that support the continuous improvement of sound business practices within the COO's Office.

    Project Management:

    Developing and managing project plans and documentation to support major projects within the division and across the agency; Developing and revising business operations processes, and coordinates technology solutions.

    Specification Writing:

    Will be responsible for the design, implementation, enhancement and maintenance of the Division’s portfolio of contract specification documents. The incumbent should be knowledgeable in the areas of construction, engineering, and architecture practices, and be able to write and update technical specifications.

    Qualifications

    1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or

    2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
