    DESCRIPTION OF DUTIES / ESSENTIAL FUNCTIONS

    The Senior Buyer procures goods and services through the City’s informal procurement process on a competitive basis and creates specifications and scopes as needed. The Senior Buyer will also create contract POs from client department purchase requisitions.

    RESPONSIBILITIES:

    + Creates and publishes informal procurement bids for competitive award selections.

    + Reviews department submitted purchase requisitions for completeness and determined if the requested goods or services are available on existing City contracts.

    + Researches, write, reviews, and evaluates purchase orders and bid specifications for goods and services, ensuring completeness, accuracy, and compliance with City and departmental policies and procedures.

    + Coordinate with departments and vendors to meet procurement needs.

    WORKING CONDITIONS

    This position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort in a normal office environment.

    MINIMUM REQUIREMENTS

    EDUCATION REQUIREMENTS

    Requires a Bachelor's degree in Business Administration, Materials Management, Purchasing or a closely related field.

    EXPERIENCE REQUIREMENTS

    Four years of professional buying experience are required.

     

    Professional buying experience may substitute for the above education requirement on a year-for-year basis.

    Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
