Summary This position is located in the Farm Service Agency, New York State Office, Office of the State Executive Director, located in Syracuse, New York. The Deputy State Executive Director (DSED) serves as a full assistant to the respective State Executive Director (SED), is in a direct supervisory line over all Federal FSA positions in the State, serves as the SED's alter ego in their absence, and participates fully with the SED in managing the State programs, and in furthering the Agency's mission. Responsibilities Provides leadership and guidance to staff in administering, monitoring and evaluating FSA programs to ensure compliance with the Agency’s program policies and procedures. Provides leadership and coordination to county offices in developing and implementing operating and management plans and systems to enhance and achieve the purposes and objectives of FSA programs. Participates fully with the SED in the development, formulation, coordination, and implementation of overall FSA operating and management programs, policies and plans within the State. Provides direction for the overall administrative and management activities for the State and its county offices in cooperation and participation with the FPAC Business Center and the Deputy Administrator for Field Operations. Specialized Experience Requirement: For the GS-14 grade level: You must have one year of specialized experience equivalent to the GS-13 grade level in federal service or comparable experience not gained through federal service. Specialized experience is defined as: Evaluating administrative practices in State and County Offices and develops recommendations for improvements. Developing State Office criteria for measuring the quality of administrative/program management in County Offices. Developing and/or maintaining budgetary control of funds. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade Requirement: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. You must meet this requirement by the closing date of this announcement. Education This job does not have an education qualification requirement.
