Summary About the Position: This is a Program Manager, GS-0340-15 Leadership Position for the U.S. Army Corps of Engineers (USACE) Southwestern Division, Fort Worth District and located in Fort Worth, TX. A Recruitment/Relocation Incentive may be authorized. Depending on funding availability and management discretion. An Incentive must be requested by selected applicant at the time of the tentative job offer and approved prior to hire. An Incentive requires a signed service agreement. Responsibilities Serve as the Deputy for Programs and Project Management and Chief of the Programs and Project Management Division. Work closely with the commander, deputies and other principal staff, providing continuity of corporate leadership in assessing district mission and work requirements and in developing corporate plans, goals, and objectives. Responsible for the vertical and horizontal integration of products to produce the projects and manage the program for the district. Performing management functions such as interviewing and selecting personnel for key positions, approving personnel authorizations, making regional assignments to cope with workload changes, establish controls for fund expenditures. Establishing policy relating to the professional accomplishments of the assignments. Assure continuity of management in the executive office at times of change in commanders. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes at least 3 of the 4 following duties: 1) Negotiating resolutions to complex civil works, military or environmental projects that keep projects moving forward; OR 2) Developing civil works, military or environmental programs within funding, manpower or other resources; OR 3) Ensuring policies conform to existing precedents and practices issued by higher authority within the military or civil works programs; OR 4) Compiling necessary data or information needed to support the environment in lock and dam construction, dam safety, environmental restoration, or river stabilization projects etc. (NOTE: This experience MUST be well documented on your resume or application package.) This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Leadership Organizational Development Planning and Evaluating Project Management Technical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14). Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
