Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. The National Guard is the oldest component of the Armed Forces of the United States. Responsibilities Position Description # D0253P02 This position is located at unit level in the Air National Guard (ANG) Aviation Wing, Operations Group at flying units in the ANG. Its paramount purpose is to pilot a unit-equipped (UE) airplane. In addition to piloting responsibilities, performs administrative tasks in support of the Air Operations program. Performs other duties as assigned. MAJOR DUTIES: 1. Pilots advanced, single or multi-engine military airplane, high performance military fighter aircraft on tactical/non-tactical assigned missions using advanced precision instrument flight techniques in conjunction with air navigational aids. 2. Prepares for flight to include: securing current and forecast weather information to determine conditions along the proposed route of flight and at the destination; plans the flight through the study of maps and charts to determine routing, intermediate stops, alternate destination, fuel requirements, estimated flying time and, if required, files the airplane flight plan; checks or verifies that the airplane is ready for flight, including such aspects as loading and weight distribution, maintenance or service conditions, and performing prescribed preflight checks; ensures that any passengers and crew members are briefed on the nature and purpose of the flight and the procedures to be followed in an emergency; and obtains the proper clearances to begin the flight. 3. Operates the airplane with the utmost safety to include: adhering to flight procedures and parameters specified in the airplane flight manual; communicating and coordinating with ground units and controlling activities; monitoring performance of the airplane and progress of the flight; and takes corrective action, including the use of emergency procedures as required. 4. Accomplishes post-flight activities to include: maintaining airplane logs and forms; writing flight reports; coordinating with maintenance personnel on service conditions; and conducts post-flight checks. 5. Serves as the Air Commander's representative when performing duties as Supervisor of Flying (SOF) and is responsible for the safe and efficient mission accomplishment of the unit. 6. Incumbents of these positions are subject to rotation to perform administrative tasks in any of the following Air Operations program support functional areas: a. Training and Scheduling: Designs and coordinates comprehensive training plans and scenarios to provide realistic technical aircrew training. b. Plans: Develops unit deliberate planning for implementation of wartime, base and national tasking. c. Safety: Plans, organizes and administers unit flying, explosive, and ground safety programs in accordance with Air Force, ANG and OSHA directives, and applicable technical publications. d. Inspector General: Serves as the Wing Commander's principal advisor and provides technical expert to wing personnel on the Air Force Complaints Resolution and Fraud, Waste and Abuse (FWA) programs and the Air Force Inspection System (AFIS). Plans, directs and manages the activities of the Inspector General office, directing the Commander's Inspection Program (CCIP) and overseeing the wing's self-assessment, exercise and inspection programs. 7. Performs other duties as assigned. Requirements Conditions of Employment Qualifications MINIMUM MILITARY GRADE: O2 MAXIMUM MILITARY GRADE: O4 Your rank MUST be included somewhere within your resume. All personnel applying for this position who do not meet the minimum military grade requirement MUST provide the proper signed memorandum from your respective Military Personnel Office (MILPO for ARNG, FSS for ANG) to prove eligibility to obtain the required grade upon accepting the position. All personnel who exceed the maximum military rank must provide a memorandum explaining if selected for this position, you will accept an administrative reduction in rank. The memorandum must be submitted WITH your application to be considered for this position. MINIMUM REQUIREMENTS: An applicant must have a competent understanding of the occupation's basic principles and concepts, and be qualified as a C-17 pilot. Applicants should have a minimum of one year on-the-job experience in the grade (or a comparable military rank) immediately below the next higher level. SPECIALIZED EXPERIENCE: Is experience that prepares the applicant to perform the Dual Status technician duties and responsibilities. To qualify, an applicant's educational-degree study program, military professional and technical training schools or academies, and aviation certifications may apply as substitutions for some specialized experience factors. Education An undergraduate degree from an accredited college/university is mandatory. A Graduate Degree from an accredited civilian academic college or from an equivalent professional military education school is optimum. Must have Federal Aviation Administration certifications awarded from accredited civilian aviation programs OR must have aviation certifications from accredited military aviation schools. Additional Information Permanent Change of Station: PCS funds are not available for this position. Incentives: Relocation and Recruitment Incentives may be authorized for this position. All WVNG positions are pending availability of resources and funds. Definitions for Areas of Consideration: Area 1: Current On-board Title 5 Employees and Title 32 Technicians (Tenure: 1- Permanent, 2-Conditional, 3-Indefinite) and Permanent AGR's in the West Virginia National Guard. Area 2: WVNG Army M-Day and Air Force DSG (Drill-Status Guardsmen,) Temporary Title 32 Technicians and Title 5 Employees, Temporary AGR (OTOT), and national guardsmen serving on Full-time National Guard Duty - Operational Support Orders (ADOS). Area 3: Current On-board Federal Employees (Tenure: 1-Career, 2-Conditional, 3-Indefinite) from another Federal Agency nationwide. Area 4: Federal re-employable eligible employees, National Guardsmen outside of the WVNG, and U.S Citizens willing to join the West Virginia National Guard as a condition of employment. Area 5: All U.S. Citizens.
