Job Summary
The Director of Accounting Services and Reporting provides leadership, oversight, and supervision in the areas of budget management and execution for the department’s administrative, regulatory, community services, and reentry programs, and 11 Minnesota correctional facilities. The position will collaborate closely with the agency’s Legislative Budget Director to implement the biennial and supplemental budget through the development of annual spend plans, including position control. Finally, the Director will develop, implement, and take primary responsibility for new financial systems from conception to completion; oversee the preparation of schedules for the stat ACFR, and oversee the development and submission of federal indirect cost proposals.
Job Responsibilities
Below are the principle responsibilities for this position:
+ Collaborate with the Legislative Budget Director in the development of the agency biennial budget to ensure the legislature is provided with the necessary information to make informed funding decisions for the department .
+ Direct and manage assembly of the spending plans for all Agency programs so the programs can operate within budget and in conformity with fiscal legislative intent
+ Oversee the administration of multiple budgets across the agency, ensuring alignment with programmatic goals and fiscal accountability. Provide budget managers with timely and accurate updates on budget status to support efficient program operations and ensure financial resources are managed in accordance with departmental policies and applicable state regulations.
+ Provide leadership, management, and supervision of Central Office finance staff to ensure they are operating in an efficient and effective manner
Minimum Qualifications
To be qualified for and considered for this position, ensure that your resume contains description of your work experiences sufficient for comparison against the requirements stated below and indicate the beginning and ending month and year for each job held.
+ Four (4) years of accounting or financial management experience in a leadership capacity
*Leadership experience can include experience as a supervisor, lead worker, team lead, project lead, or completion of a State of Minnesota leadership program (e.g., ELI or SLI), or comparable leadership program
*A Master’s degree in a related field may substitute for 18 months of experience, a Bachelor’s degree may substitute for one (1) year of experience
+ Excellent written and oral communication skills
+ Excellent interpersonal and communication skills to establish working relationship with diverse customers
Preferred Qualifications
The following qualifications are strongly desired of applicants seeking consideration for this position:
+ Knowledge of biennial budget process and procedures
+ High level strategic project management experience
+ Successful track record of process and system development and implementation
+ Experience with administration of budgets in state agencies
+ Advanced degree in accounting, finance, business administration, public administration, or related field

Top candidate(s) must pass a criminal history check which includes successful completion of all sentencing and/or restitution requirements of law enforcement jurisdictions, including probation.
