Job Description
The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.
The Bureau of Water Supply seeks to hire a Civil Engineer II for the Regulatory & Engineering Programs (REP) section, Watershed Protection Programs within the Source Water directorate.
The Regulatory & Engineering Programs (REP) is responsible for the administration of DEP’s Watershed Regulations, which governs land development activities in the NYC watershed. The position is based in DEP’s Valhalla office.
Under direction, of the Supervisor of Wastewater Treatment Plant Compliance & Inspection, the Civil Engineer II will serve as Wastewater Engineer to review and approve applications for wastewater infrastructure pursuant to the Watershed Regulations, prepare technical comments on SEQRA notices, assist with FAD deliverables and tracking of regulatory violations, inspect active construction sites, resolve violations, and work cooperatively with other groups on a variety of Bureau functions. Specific duties include:
- Manage the engineering design review for wastewater treatment infrastructure, including treatment plants, wastewater collection systems and appurtenances proposed within the New York City Watershed. Determines compliance with WRR and related federal, state and local codes based in part on a sufficient grasp of wastewater engineering.
- Prepares written comments under the attention, direction and appraisal of immediate supervisor.
- Provide construction oversight for wastewater treatment infrastructure, including treatment plants, wastewater collection systems and appurtenances approved within the New York City Watershed.
- Inspect construction sites of the approved projects to ensure that construction activity is undertaken in compliance with approved plans and all applicable Regulations.
- Attend construction progress meetings and meet with relevant stakeholders to discuss changes and discrepancies in design.
- Provides comments for operations and maintenance (O&M) manuals, As-Built plans, change order requests and O&M Budgets for completed wastewater treatment plants, wastewater collection systems and appurtenances.
- Prepares database entries from site visits and field reports that record project progress.
- Assists with the implementation of programs and tasks required under the USEPA Filtration Avoidance Determination by processing contractor payments, compiling technical input, tracking progress, monitoring site conditions, and assisting with the preparation of annual reports.
- Assists in the enforcement and resolution of regulatory violations.
- As necessary, meet with applicants and representatives of state and local government agencies.

Preferred Skills:
- Proficiency in Excel, Microsoft Word, Power Point
- Knowledge of AutoCAD
- Proficiency with topographic maps and soils maps
- Ability to write and edit reports
- Review and analyze drawings, plans and maps
- Capacity to review and analyze engineering reports and other relevant data

Qualifications
(1) Four (4) years of full-time, satisfactory experience in civil engineering work; and
(2) A valid New York State Professional Engineer’s License. Current New York State registration as a Professional Engineer must be maintained for the duration of your employment.
A masters degree in civil engineering from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) may be substituted for one year of the civil engineering experience required in “1" above.
Special Note:
In addition to above qualification requirements, to be eligible for placement in Assignment Levels II and III, individuals must have at least one year within the last three years of experience as a major contributor or a project leader on a complex project requiring additional and specific expertise in the disciplines needed to design or construct the project.
