    Summary

    You will serve as a COMMUNITY PLANNER in the FLEET SHORE REQUIREMENTS, ASSESSMENTES, AND STUDIES (CODE N464 of COMMANDER US PACIFIC FLEET.

    Duties

    Help

     

    + You will develop and analyze infrastructure requirements associated with the strategic laydown of Naval forces in the Pacific Theater.

    + You will analyze existing infrastructure in order to assess cost-effectiveness of operational support and ensure that infrastructure capabilities produced meet logistical and operational requirements.

    + You will provide subject matter expertise and data collection/analysis support to studies assessing infrastructure and related items.

    + You will serve on various councils, committees and working groups within and outside the command to communicate infrastructure issues, develop solutions, and further initiatives, to include resiliency and mission assurance.

    + You will maintain expertise and situational awareness of ongoing and planned initiatives related to energy management.

    + You will utilize Naval correspondence guidelines, office automation systems, and briefing techniques to produce and deliver effective briefings and correspondence

    + You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

    + You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.

    + This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

    + This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.

    + You will be required to walk, stand, bend, and lift as necessary to complete the work of the position.

    Qualifications

    In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional community planner planning, programming infrastructure (facilities, utilities, shore infrastructure), and assessing operational cost-effectiveness to support Maritime Operations.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

    Education

    Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:Successful completion of a bachelor's degree in community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.

     

    Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner.

    OR

    Possess a combination of education and experience utilizing courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.
